About this opportunity

The Oregon Department of Aviation (ODA) is seeking proposals for aviation engineering services consulting, including engineering, inspection, and construction administration, for airport improvement projects at four state-owned general aviation airports located in Marion County and the City of Salem. The requested services include, but are not limited to, rehabilitation or reconstruction of runways, taxiways, and aprons, installation of navigational aids, and environmental assessments. ODA intends to award at least one 5-year Price Agreement, with work assigned through individual Work Order Contracts. Proposals are due by November 2, 2021, and will be evaluated based on the proposer's qualifications, project team, and participation in Disadvantaged Business Enterprise (DBE) and Minority, Women, and Emerging Small Business (M/W/ESB) programs. The maximum total score for the evaluation is 100 points.

The RFP requires compliance with the federal DBE program and state M/W/ESB aspirational goals. The anticipated not-to-exceed amount for the Price Agreement is $5,000,000, and the projects are funded through Federal Aviation Administration (FAA) Airport Improvement Program grants and state aviation fuel tax revenues. The RFP does not mention any incumbent contractors or specific set-aside requirements for the types of organizations that can respond.
