About this opportunity

The Allegany County Industrial Development Agency (ACIDA) is seeking qualified consultants to provide comprehensive grant administration and economic development consulting services through this cost reimbursement contract opportunity. The primary deliverables include technical assistance for Community Development Block Grant (CDBG) project administration encompassing bookkeeping, record keeping, procurement, environmental review, labor standards compliance, fair housing adherence, reporting, audit support, acquisition and relocation assistance, and grant closeout procedures. Additional services required include development and administration of economic development projects with CDBG compliance requirements, commercial and industrial project financing assistance, credit analysis and loan portfolio management, support for community development projects such as infrastructure and housing initiatives, and general planning activities. The contract term is three years, with proposals due by 4:00 PM on Monday, June 15, 2026, submitted to Craig Clark, Executive Director, either in person at 6087 Route 19N, Belmont, NY 14813, or via email to Craig.Clark@alleganyco.gov. The ACIDA will evaluate proposals using a scoring rubric assessing experience with CDBG programs, staffing qualifications, cost competitiveness, technical skills, and MWBE status, with rankings from 1 (Poor) to 5 (Excellent). Vendors must submit detailed hourly rates broken down by labor, overhead, and profit components, along with methods for calculating all other costs. No site visits or bidders' conferences are scheduled.

This procurement establishes Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) contracting goals of 15 percent each, with minority and women-owned enterprise firms strongly encouraged to apply; no Service-Disabled Veteran-Owned Business (SDVOB) or Disadvantaged Business Enterprise (DBE) goals are designated. The Harrison Studios of 160 Washburn Street, Suite 200, Lockport, NY 14094, is noted as a business enterprise previously awarded an identical or substantially similar contract within the past five years. The contract will be funded in whole or in part through Federal Community Development Block Grant (CDBG) funds and will be subject to all applicable CDBG program provisions and compliance requirements. No specific award value or budget range is disclosed in the procurement materials; however, vendors should expect cost reimbursement structure based on submitted hourly rates and documented expenses. The ACIDA reserves the right to reject proposals, negotiate terms, conduct interviews with selected proposers, and solicit contractors outside the scope of this RFP as deemed necessary.
