About this opportunity

Volusia County is soliciting bids on structural repairs to the Ocean Center Parking Garage Level 3, 4, and 5 decks and stairways in Daytona Beach, Florida, via IFB, with bids due August 27, 2026, at 3:00 p.m. and a non-mandatory pre-bid meeting on August 6, 2026. A local preference of 3% applies to respondents with a documented permanent business location in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to solicitation closing; a 2% preference applies if subcontractor work constitutes 51% or greater of the project value.

The scope addresses structural deterioration of decks and stairways resulting from prolonged exposure to the harsh coastal environment between the Halifax River and the Atlantic Ocean. JL2 Architecture has completed a comprehensive facility survey and developed detailed repair plans with technical recommendations and implementation procedures. Repairs encompass deck shear connections, stem bearing repairs, and general repair details organized by structural systems across the three levels. The contractor must coordinate with the Ocean Center Project Coordinator to establish work schedules around the facility's high event-traffic volumes.

The estimated construction cost is $1.5 million. Substantial completion is required within 330 days and final completion within 360 days from Notice to Proceed. The contractor must obtain a Payment and Performance Bond, with costs added to the contract price for award purposes. Bid prices remain firm for 120 days following bid opening. Payment is remitted within 20 to 25 days per Florida Statute 218.735.

The contractor must carry Commercial General Liability with $1 million per occurrence / $2 million aggregate, Auto Liability with $1 million combined single limit, Workers Compensation with waiver of subrogation, and Excess Liability with $1 million occurrence/aggregate, naming Volusia County as primary-and-noncontributory additional insured. The contractor must hold current Florida licensure appropriate to scope, comply with federal and state DBE requirements, provide proof of financial stability upon request, and assume all permitting, labor, materials, equipment, transportation, and incidentals. Questions are due August 13, 2026, at 11:59 p.m. Bid opening occurs August 27, 2026, at 3:00 p.m. via Microsoft Teams. Award goes to the lowest responsive and responsible bidder.
