Summary of Special Conditions Document

This is a Special Conditions document for the Ocean Center Parking Garage Level 3, 4 & 5 Deck and Stairways Structural Repairs project in Daytona Beach, Florida. The document establishes special contractual conditions applicable to the structural repair work on parking garage levels 3 through 5, which have experienced deterioration due to exposure to the harsh coastal environment. The project scope encompasses deck and stairway repairs based on comprehensive survey findings and detailed repair plans developed by JL2 Architecture. The special conditions document outlines requirements, procedures, and specifications that contractors must follow when submitting bids and executing the repair work, establishing the framework for how bidders must approach the project and what standards must be met during implementation.

The special conditions establish the contractual framework and administrative requirements governing bid submission, contractor qualifications, work performance standards, and project management procedures. Key provisions address contractor responsibilities, quality assurance measures, compliance requirements, and the relationship between the contractor and the City of Daytona Beach. The document ensures that all bidders understand the specific conditions under which the contract will be awarded and executed, including any special requirements related to working in a publicly accessible parking facility and managing structural repairs in a coastal environment. These conditions are binding on the selected contractor and supersede or modify any standard contract terms applicable to the project.
