About this opportunity
The Kansas Department of Transportation (KDOT) is seeking proposals for a contract to conduct multiple statewide occupant protection surveys, which will measure vehicle occupant protection use on Kansas's roadways. The Contractor will be responsible for organizing, administering, and implementing two annual seat belt surveys - a Summer Direct Observation Seat Belt Survey at 222 predetermined sites across 16 counties, and a statewide child-centered, direct observation seat belt survey at approximately 320 sites across 16 counties. The Summer Survey must meet National Highway Traffic Safety Administration (NHTSA) requirements, and the Contractor will be required to re-sample and select new sites in 2026 to be implemented in 2027. The contract is for one year with four optional one-year renewals, aligning with the federal fiscal year from October 1 through September 30. The Contractor must have experience in conducting direct observation surveys, statistical analysis, and survey design, as well as knowledge of NHTSA regulatory requirements. Pricing will be reimbursement-based, with the Contractor able to claim up to 10% of direct costs for administration unless a higher federally approved indirect rate is provided.
The RFP does not specify any set-aside designations or restrictions on the types of organizations that can respond. However, the state has a bidder preference program that bidders can claim if they qualify. The RFP does not provide any information on existing incumbent vendors or contractors, or any existing infrastructure or technology that requires integration. The RFP also does not disclose any possible award values or budget ranges.
