About this opportunity

The Red Clay Consolidated School District in Delaware is issuing a Request for Proposal (RFP) for Occupational Therapy Services to support students across all K-12 schools and specialized programs. The District seeks vendors to provide consultative, individual, and group occupational therapy services and evaluations for approximately 400-450 students in general K-12 schools (including Autism Support classrooms), 120-150 students in the Early Years Program, and 80-100 students in the Meadowood Program. The contract period runs from August 1, 2026, through July 31, 2027, with an option to renew under the same terms and conditions by mutual agreement. Sealed electronic proposals must be submitted to bids@dataservice.org by May 18, 2026, at 2:00 PM, at which time proposals will be opened online. Required qualifications for bidders include current Delaware licensure as an Occupational Therapist (OT) or Certified Occupational Therapy Assistant (COTA), a minimum of three years of experience delivering related services in school settings, evidence of criminal background checks, general liability and professional liability insurance of at least $1,000,000, and three business references. Vendors must submit proposed hourly rates and a comprehensive budget including all administrative costs for clerk, accounting, and billing functions. The District will evaluate proposals based on experience providing similar services (0-20 points), ability to serve diverse student populations including multilingual learners (0-20 points), provision of professional learning and staff support (0-15 points), hourly rates (0-15 points), staff supervision and credentialing (0-15 points), and administrative support (0-15 points), with contract awards to be made within 90 days of the proposal opening. The District reserves the right to award the contract to multiple vendors and may conduct interviews within ten days of bid opening.

The RFP does not indicate specific set-asides for disadvantaged enterprises or restrictions limiting which types of organizations may respond. No incumbent vendors or current contractors are identified in the procurement documentation, and no existing infrastructure or technology integration requirements are specified. The District has waived both the bid deposit requirement and the performance bond requirement, reducing financial barriers to entry for potential bidders. The District retains the right to terminate the contract at any time with thirty days' written notice and no early termination charges. While specific award values or budget ranges are not disclosed in the RFP summary, the scope of services—covering approximately 600-700 students across multiple school programs—suggests a substantial contract value based on the proposed hourly rates to be submitted by vendors.
