About this opportunity
The City and County of San Francisco Office of Contract Administration, on behalf of the Recreation and Parks Department, is soliciting bids under IFB SFGOV-0000012213 for ten Zero Turn Radius ride-on electric lawn mowers with 60-inch decks, with written questions due November 2, 2026 at 4:00 PM and bids due November 5, 2026 at 2:00 PM Pacific. A Local Business Enterprise preference applies: Small/Micro-LBEs receive a 10 percent bid discount on purchase orders valued between $20,000 and $10,000,000, and LBE claimants must hold EQ121 (Utility Vehicles & Parts) or EQ062 (Golf Course Maintenance Equipment) certification by the bid due date.
The single mandatory minimum qualification is two years of experience within the last five years selling the requested goods or services, documented upon designation as Apparent Lowest Bidder. The successful bidder must be a manufacturer's certified authorized dealer. If the equipment is California street-legal, the bidder must hold a California DMV vehicle dealer license, and all sales representatives must hold current Vehicle Salesperson Licenses. The baseline is a Toro Revolution Z Master #18765 or City-approved equal, with a 23.4 kWh HyperCell or City-approved lithium-ion battery, an external 3,300-watt charger, and 0–11 mph ground speed. Alternates may be proposed if a bidder believes a specification is a barrier to competition, and exceptions must be marked on the Bid Exception Sheets. Warranty requires five years or 1,200 hours on parts and labor and four years or 1.5 megawatt hours on the battery, with warranty repairs initiated within 48 hours of notification. A service facility must sit within 125 miles of San Francisco or the bidder must provide on-site mobile repair.
Delivery goes to Central Shops at 555 Selby Street, San Francisco, CA 94124, F.O.B. destination with freight prepaid. Manufacturing more than 125 miles away requires a factory inspection trip for two City representatives, and delivery must be scheduled with Central Shops five days in advance. The IFB states delivery by November 11, 2026, while Attachment 6 sets delivery at 180 calendar days from order issuance. Attachment 6 also lists three vehicle IDs against the IFB's ten-unit quantity.
Award is a single aggregate award to the lowest responsive bid price after discounts. Those discounts include a prompt payment discount of up to 2 percent and a 1.25 percent local tax revenue discount for bidders with a San Francisco physical presence. Bids must include the California tire tax of $7.00 per vehicle ($1.75 per tire, four tires, no spare) and remain valid for 180 calendar days from the due date. Pricing must be equal to or better than the bidder's best pricing to other customers. Payment is due within 30 calendar days of invoice receipt. Bid opening occurs November 5, 2026 at 2:15 PM via Microsoft Teams. No pre-bid conference is scheduled. Notice of Intent to Award is to be announced, followed by a three-business-day protest period. Successful bidders must submit insurance documentation and the First Source Hiring Form (Attachment 4) and comply with Labor and Employment Code Articles 131 and 132. The contact is Erica Baker, Senior Purchaser, at erica.baker@sfgov.org or 628/652-1602.
