About this file

This Equipment Specification document issued by the City and County of San Francisco Office of Contract Administration outlines the requirements for procuring Zero Turn Radius (ZTR) Ride-On Electric Lawn Mowers with 60" mower decks for the San Francisco Recreation and Parks Department. The solicitation seeks bids for three units (Vehicle IDs: 65100908-15, 0917, 0919), with the mower intended for daily operation on various San Francisco parks and recreational properties. The specification references a Toro Revolution Z Master #18765 or City-approved equal as the baseline model, with a unit weight of approximately 1,500 lbs and overall dimensions of 82" length, 50" height with ROPS down, and 62" width with deck. The delivery schedule is set at 180 calendar days from order issuance. Bidders are required to attend a pre-construction meeting within 30 calendar days prior to construction start and provide CAD drawings, weight studies, and conceptual designs. If manufacturing occurs more than 125 miles from San Francisco, the bid price must include all expenses for one factory inspection trip for two City representatives, including airfare, ground transportation, meals, and lodging compliant with Federal Per Diem Rates. A pre-delivery inspection trip must also be arranged for units within 125 miles of San Francisco. Bidders must clearly identify all exceptions to specifications using provided Bid Exception Sheets and mark compliance for each line item with "Y" for yes or "E" for exception.

The specification requires the ZTR mower to be equipped with HyperCell or City-approved lithium-ion batteries with 23.4 kWh energy capacity, an external 3,300-watt smart charger with 240 VAC input, a rated ground speed of 0-11 mph, and a seven-hour runtime with eight-hour charge time. Standard features include rear wheel drive with AC induction motors, three deck-mounted electric motors, adjustable cutting height from 1.5" to 5.5" with 0.25" increments, and a fold-down ROPS compliant with OSHA standards. The unit shall include a five-year or 1,200-hour warranty covering parts and labor, with the battery warranted for four years or 1.5 megawatt hours. All components not manufactured by the mower manufacturer must carry the manufacturer's standard warranty. Successful bidders must provide complete OEM manuals including parts, repair, diagnostic, electrical, hydraulic, and electronics documentation on USB flash drive, along with operator's manuals. A service facility must be located within 125 miles of San Francisco with common replacement parts in stock, or vendors must provide on-site mobile repair services. Documentation requirements include weight certificates, DOT/FMVSS compliance certification, dataplate information in Excel format, and pictures of all dataplates. Delivery must be scheduled with Central Shops five days prior to estimated delivery date, and delivery will not be accepted without prior scheduling and required documentation. All applicable safety standards including FMVSS, California Motor Vehicle Code, OSHA, NEC, EPA, CARB, SAE, ASME, ANSI, UL, ROPS, FOPS, and OPS standards must be met.

The unit proposed by bidders shall be configured to meet or exceed the following intended usage 13 of said unit. The unit described in specifications is intended to mow the various properties of the 14 San Francisco Recreation and Park Department. It is the responsibility of the bidder to review 15 and scrutinize all aspects of the configuration of this unit including, but not limited to, engine size, 16 transmission, axle weight rating, gear ratio, frame size, and suspension types being specified in 17 this document. If necessary, the bidder shall recommend adjustments to the written specification 18 so that the unit’s subsystems are adequate enough for this chassis to operate on a daily basis, 19 fully loaded with all components, fuel and standard unmounted necessary tools needed for the 20 unit’s daily tasks. This shall be accomplished without increasing maintenance costs, stressing 21 the frame, or adding any unnecessary and/or abnormal wear to any other components of the 22 unit, off or on-road throughout the City of San Francisco. It is the responsibility of the successful 23 bidder to ensure this unit will comply or exceed compliance to all on-road and off-road safety 24 and emissions standards set forth by the City of San Francisco, State of California, and the 25 Federal Government. 26

MANUFACTURING, MATERIAL AND DESIGN PRACTICES: 28

It is intended that the manufacturer, in the selection of components, will use material and design 29 practices that are the best available in the industry for the type of operating conditions to which 30 the unit(s) will be subjected. is especially important in areas where critical dimensions, capacities, grades of steel, etc. are 43 specified. In the cases where the word “SHALL” is used, no substitution will be allowed. 44

ALTERNATES: 46

Potential variances of a specific manufacturer may require variances in the design to some 47 degree. Therefore, bidders shall clearly and completely outline all areas needing such 48 modifications. When the name of a manufacturer, brand or make, with or without model number, 49 is used in describing any item in this specification, bids for similar articles will be considered 50 unless otherwise stated. Bidders may also propose items of equivalent features or 51 manufacturer’s updated part or part number. Purchasing shall be the sole judge as to whether 52 such alternate articles are acceptable. Unless bidder states to the contrary, articles offered will 53 be assumed to be the specific article named in this specification. If not offering the specific article 54 named, bidder should enclose full information, specifications and descriptive data on items 55 offered with its bid. Purchasing reserves, the right to permit deviations from the specifications if 56 any article offered is substantially in accord with Purchasing’s specifications and is deemed by 57 Purchasing to be of as good quality and as fully satisfactory for its intended use. Bidder is 58 responsible for identifying any deviations from Purchasing’s specifications. Bidders should not 59 assume an alternate offered is an approved equal. The City will evaluate the alternate and inform 60 the bidder if the alternate is acceptable. Purchasing must approve all alternates. 61

MANUFACTURERS SPECIFICATION: 63

Complete manufacturer’s specification, published literature, and photos or illustrations of unit 64 proposed should be furnished with bid. Only new models in current production which are 65 catalogued by the manufacturer and for which printed literature and specifications are available 66 will be accepted. Bidders should prepare and submit their own proposals addressing each 67 section, item or component of these specifications indicating full compliance without exception 68 or explaining in detail any exception, deviation or non-compliance. Bidders should not simply 69 submit a copy of a manufacturer’s specifications if they differ from these specifications, nor 70 should they submit copies of manufacturer or third-party quotations as a response to the City’s 71 bid solicitation. 72

MANUFACTURERS STANDARD EQUIPMENT: 74

All equipment and components listed as standard by the manufacturer for model quoted shall 75 be furnished whether or not such items are detailed herein, e.g., special wrenches, tool kits, etc. 76 Optional equipment as necessary to meet the following requirements of this specification shall 77 also be supplied. Should the requirements as specified not comply, the manufacturer is required 78 to re-figure and revise the specifications to meet all laws, rules and regulations where it applies 79 to items such as the ratings of axles, tires, rims, brakes, batteries, cooling capacity, etc. and the 80 City is to be notified thereof. 81
