About this opportunity
The City and County of San Francisco Office of Contract Administration (OCA) is issuing an Invitation for Bids (IFB) for Police Pursuit Vehicles, Caged & Uncaged (Bid No. 0000011791), representing a full and open competition procurement. The solicitation seeks qualified suppliers to provide five police pursuit-rated, all-wheel-drive sport utility vehicles: two caged units and three uncaged units configured as marked white patrol vehicles. The primary deliverable is a 2026 or current model year Ford Police Interceptor Utility or City-approved equivalent, equipped with either a Police-Calibrated Hybrid Engine System or a 3.3L direct-injection V6 gasoline engine producing 318 total system horsepower, a 10-speed automatic transmission, and comprehensive law enforcement equipment including Federal Signal lighting systems (Valor Bar roof-mounted lightbar, Micropulse Ultra lights, and exterior lighting components), Federal Signal Pathfinder siren control units, Setina front push bars with integrated lighting, center consoles with printer compartments, cargo partition systems with electronic mounting decks, mobile data terminal mounting and power supplies, Brother PocketJet 883L printers, Ericsson Cradlepoint 5G wireless routers, Motorola APX4500 radio pre-wiring, and safety equipment including automated external defibrillators, fire extinguishers, first aid kits, carbon monoxide detectors, and road flares. Bidders must provide evidence of two years of experience within the past five years selling comparable goods and must hold current California manufacturer dealer certification and DMV vehicle dealer licenses, or possess equivalent business licensing if the bidder is the manufacturer. The solicitation requires completion of Equipment Specifications attachments (Attachments 6 for caged units and Attachment 7 for uncaged units), a Bidder Questionnaire, and submission through the City's PeopleSoft online bidding system on a pre-tax, freight-on-board destination basis. Key deadlines include a written questions deadline of May 6, 2026 at 12:00 P.M. Pacific Time, a bid submission deadline of May 8, 2026 at 12:00 P.M. Pacific Time, with bid opening and evaluation occurring on the same date; participation in pre-bid meetings is strongly recommended for specification review and clarification. Evaluation criteria include lowest responsive bid price weighted equally across three line items (caged vehicle pricing at 33.33%, uncaged vehicle pricing at 33.33%, and California tire tax at 33.33%), delivery time adequacy, proximity of authorized dealer service departments within 125 road miles of Central Shops, and vendor ability to provide substitute equipment during servicing. Vehicles must be delivered within 180 calendar days from order issuance, with liquidated damages assessed at a daily rate per vehicle for delays beyond the scheduled delivery date, and a pre-construction meeting must occur within 30 calendar days prior to construction start, with pre-delivery inspection arrangements required before final acceptance.
The solicitation permits bid discounts for Small and Micro-Local Business Enterprises (LBEs) certified in the categories CARS, VANS, SMALL TRUCKS (EQ106) or EMERGENCY VEHICLES SALES, EQUIP, & SUPPLIES (EQ017), with discounts of up to 10% for certified Small or Micro-LBEs and up to 5% for SBA-certified LBEs depending on estimated purchase order value; a 1.25% local tax revenue discount applies to bidders with a physical presence in San Francisco for taxable commodities valued over $1,000, and prompt payment discounts of up to 2% may be applied to evaluation pricing. Bidders must comply with the City's First Source Hiring Program (Chapter 83 of the San Francisco Administrative Code), which applies to contracts exceeding $50,000 and requires good-faith efforts to hire economically disadvantaged San Francisco residents for new entry-level positions, with non-compliance resulting in liquidated damages up to $5,000 per improperly withheld entry-level position. The successful vendor must maintain a service facility within 125 miles of San Francisco stocked with replacement parts or provide mobile on-site repair capability, maintain commercial general liability insurance with limits of not less than $1,000,000 per occurrence, commercial automobile liability insurance with $1,000,000 per occurrence limits, and garagekeepers legal liability insurance with $500,000 per occurrence limits. Warranty requirements include three-year or 36,000-mile bumper-to-bumper coverage, five-year or 100,000-mile powertrain extended warranty, eight-year or 100,000-mile hybrid/electric components warranty for the base vehicles, and five-year upfitting workmanship warranties; the City intends to lease or purchase vehicles through a third-party lessor with warranties passing through to the City and County of San Francisco. Specific budget or award values are not disclosed in the solicitation documentation; however, the procurement is funded through approved equipment budget authorizations for fiscal years 2024-25 and 2025-26. The successful bidder will deliver vehicles to San Francisco Fleet Management Central Shops at 555 Selby Street, San Francisco, CA 94124, with payment to be made within 30 calendar days of invoice receipt, and all supporting documentation required within five calendar days of the Notice of Intent to Award issuance.
