About this file

This is an Equipment Specification document issued by the City and County of San Francisco Office of Contract Administration for Police Pursuit Vehicles. The specification details requirements for a 2026 or current year model Ford Police Interceptor Utility Police Pursuit Vehicle (PPV) configured as an all-wheel drive (AWD) marked white caged patrol unit with five-passenger seating capacity. The vehicle must be equipped with either a Police-Calibrated Hybrid Engine System or a 3.3L direct-injection FFV V6 gasoline engine producing 318 total system horsepower and 322 lbs./ft. of torque, certified to meet current EPA and CARB emissions regulations. The specification encompasses comprehensive requirements across three sections: general equipment specifications, chassis specifications, and park ranger white caged equipment upfit specifications. Key features include a 10-speed automatic transmission with 3.73 axle ratio, heavy-duty cooling and braking systems, police-grade cloth front bucket seats with steel intrusion plates, and extensive safety systems including blind spot monitoring, police perimeter alert system, and pre-collision mitigation. The delivery schedule is set at 180 calendar days from order issuance. A pre-construction meeting is required within 30 calendar days prior to construction start, and a pre-delivery inspection trip must be arranged for final workmanship and equipment verification. The specification mandates that successful bidders provide complete manufacturer specifications, published literature, photographs, and detailed compliance documentation with each line item marked "Y" for compliance or "E" for exception with explanation.

The upfit portion specifies extensive law enforcement equipment including a Federal Signal Pathfinder control unit for siren and lighting functions, a 51-inch Valor Bar roof-mounted lightbar with amber/white warning lights, Federal Signal exterior lighting components, a Setina front push bar with integrated lighting, Tiger Tough front seat covers, a Troy Products center console with printer compartment, and a complete prisoner compartment cage system. Communication and data equipment includes pre-wiring and mounting provisions for Panasonic Toughbook FZ-55 laptops, Brother PocketJet 883L mobile printers, Ericsson Cradlepoint 5G routers with cellular and Wi-Fi capabilities, and Motorola APX4500 radio systems. Additional safety and operational equipment includes carbon monoxide detectors, an Automated External Defibrillator, a 5-pound ABC fire extinguisher, first aid kits, road flares, and reflective triangles. The vendor must provide upfitting labor including installation of all lighting, siren controls, partitions, cargo systems, and electronic components, with all technicians certified to ASE or equivalent standards. Warranties include a 3-year/36,000-mile bumper-to-bumper coverage for the vehicle chassis and a 5-year warranty on upfitting vendor workmanship. The successful bidder must provide comprehensive manuals and documentation in both print and electronic formats, including detailed reference documents with electrical diagrams, parts listings, and maintenance charts. All completed units must include weight certificates and DOT/FMVSS compliance certifications, with delivery to San Francisco Fleet Management Central Shops at 555 Selby Street. The specification requires coordination with City representatives Jeff Cannuli and David Chau for all pre-construction meetings and design clarifications.

If necessary, the bidder shall recommend 19 adjustments to the written specification so that the unit’s subsystems are adequate enough for 20 this chassis to operate on a daily basis, fully loaded with all components, fuel and standard 21 unmounted necessary tools needed for the unit’s daily tasks. This shall be accomplished without 22 increasing maintenance costs, stressing the frame, or adding any unnecessary and/or abnormal 23 wear to any other components of the unit, off or on-road throughout the City of San Francisco. 24 It is the responsibility of the successful bidder to ensure this unit will comply or exceed 25 compliance to all on-road and off-road safety and emissions standards set forth by the City of 26 San Francisco, State of California, and the Federal Government. 27

MANUFACTURING, MATERIAL AND DESIGN PRACTICES: 29

modifications. When the name of a manufacturer, brand or make, with or without model number, 43 is used in describing any item in this specification, bids for similar articles will be considered 44 unless otherwise stated. Bidders may also propose items of equivalent features or 45 manufacturer’s updated part or part number. Purchasing shall be the sole judge as to whether 46 such alternate articles are acceptable. Unless bidder states to the contrary, articles offered will 47 be assumed to be the specific article named in this specification. If not offering the specific article 48 named, bidder should enclose full information, specifications and descriptive data on items 49 offered with its bid. Purchasing reserves, the right to permit deviations from the specifications if 50 any article offered is substantially in accord with Purchasing’s specifications and is deemed by 51 Purchasing to be of as good quality and as fully satisfactory for its intended use. Bidder is 52 responsible for identifying any deviations from Purchasing’s specifications. Bidders should not 53 assume an alternate offered is an approved equal. The City will evaluate the alternate and inform 54 the bidder if the alternate is acceptable. Purchasing must approve all alternates. 55

GENERALITIES: 57

To allow for manufacturers’ specific designs, and ensure a level of competitiveness, we have 58 left certain areas of our specifications general by design. In such cases, the items being referred 59 to may be general but adherence to the requested end product and/or result must be met. This 60 is especially important in areas where critical dimensions, capacities, grades of steel, etc. are 61 specified. In the cases where the word “SHALL” is used, no substitution will be allowed. 62

Only new models in current production which are 66 catalogued by the manufacturer and for which printed literature and specifications are available 67 will be accepted. Bidders should prepare and submit their own proposals addressing each 68 section, item or component of these specifications indicating full compliance without exception 69 or explaining in detail any exception, deviation or non-compliance. Bidders should not simply 70 submit a copy of a manufacturer’s specifications if they differ from these specifications, nor 71 should they submit copies of manufacturer or third-party quotations as a response to the City’s 72 bid solicitation. 73

MANUFACTURERS STANDARD EQUIPMENT: 75

All equipment and components listed as standard by the manufacturer for model quoted shall 76 be furnished whether or not such items are detailed herein, e.g., special wrenches, tool kits, etc. 77 Optional equipment as necessary to meet the following requirements of this specification shall 78 also be supplied.
