About this opportunity
Otero College is soliciting proposals under RFP OC-RFP-2701 for strategic enrollment planning consulting services on behalf of the State of Colorado, with proposals due November 9, 2026 at 2:00 p.m. MT and a public opening held the same day in La Junta, Colorado. No set-aside or preference program is indicated, and written inquiries closed October 21, 2026.
The consultant will develop a data-informed Strategic Enrollment Plan covering recruitment, retention, and student success for the College's rural southeastern Colorado service area, aligned with Colorado Community College System objectives. Deliverables include enrollment projection models with multiple scenarios, monthly KPI reports, a tracking dashboard, up to eight two-day consultation sessions with a required on-site component in La Junta, staff training, and a final plan with measurable goals, prioritized action plans, benchmarks, and implementation timelines. Addendum 1 adds surveys and focus groups with prospective and current students, plus implementation support. The consultant must analyze data from Banner/Edify, Navigate, and Recruit systems. The College will provide data extracts through secure file transfer, and direct third-party system access is not assumed and requires System-level approvals.
Offerors must have completed a strategic enrollment planning project for a higher education institution within the past five years and identify the proposed project lead's specific role in that work.
The College anticipates a budget of approximately $95,000 for the complete engagement, including services, travel, and reimbursable expenses, funded through institutional funds. The initial term runs from January 11, 2027 through January 11, 2028, with up to four additional one-year renewals for a maximum five-year duration. Renewal services will be scoped and priced separately.
Price is scored on the evaluation committee's judgment of value rather than a lowest-price formula, with 15 points available. The remaining points are assigned to firm qualifications (15), personnel (15), understanding of the project and student populations (15), project approach (15), implementation plan (15), and references (10).
Before contract execution, the awardee must provide Commercial General Liability, automobile liability, and professional liability coverage at $1 million each, workers' compensation as required by statute, and protected information liability coverage (where applicable), with the State of Colorado and Colorado Community College System named as additional insureds. Proposals have no page limit and must include brief resumes, a signed W-9, a Certificate of Liability Insurance, and the completed Vendor Response Signature Page. All proposals become property of Otero College and the State of Colorado and are subject to the Colorado Open Records Act.
