About this opportunity
The Colorado Department of Military and Veterans Affairs is requesting sealed bids for a design/build remodel of the J9 Suite at Joint Force Headquarters in Centennial under AFB 2026-0202, with bids due July 23, 2026 at 10:00 a.m. Mountain time and a mandatory pre-bid conference and site tour on July 1, 2026 at 9:00 a.m. Colorado labor must perform at least 80% of the work under C.R.S. 8-17-101, and preference is given to Colorado resident bidders and Colorado labor.
The scope covers selective demolition and reconfiguration of the 3,900-square-foot J9 Suite within a Group B office building classified as a Level 2 Alteration under the 2024 International Building Code. Work includes new interior wall partitions (metal studs with fire-resistant plywood backing and gypsum board faces per specified construction type 2A), relocation of the entrance door, installation of a 250-square-foot enclosed breakroom with adequate HVAC, new electrical outlets and conduits for cubicles and data systems, flooring preparation and carpet tile installation, ceiling work, and interior painting. The owner will separately purchase and deliver carpet tile, wall base, loose furniture, cubicles, and data wires; the contractor provides conduits and wall boxes. Three additive bid items cover carpet and wall base in the open office and reception areas (ABI #1), offices and conference room (ABI #2), and interior wall painting in the open office (ABI #3). Work hours are restricted to Tuesday through Friday, 6:30 a.m. to 5:00 p.m., with coordination required through the State Project Manager. All work must comply with the 2024 International Building Code, 2023 National Electrical Code, 2024 International Energy Conservation Code, Department of Defense Unified Facilities Criteria 1-200-01, and ICC/ANSI A117.1-2017 accessibility standards. The existing non-sprinklered Type II-B building constructed in 1981 has a one-hour rated tunnel system; contractors must maintain integrity of all fire-rated walls and systems.
The estimated project cost is $78,000. A bid bond equal to not less than 5% of the total bid is required. Qualified bidders must have operated under the same business name for at least two years, not been previously terminated by the State for non-performance on State Buildings contracts, and demonstrated contracting experience on at least two projects each exceeding $50,000 in hard costs. Bidders must attend and sign in at the mandatory pre-bid conference. Clarifications are due July 14, 2026 at 10:00 a.m. to kimberlie.smith@dmva.state.co.us, with a final addendum anticipated July 17. Contract award is anticipated July 2026, with contract approval in August 2026 and construction completion by September 2026.
