About this opportunity
The State of Colorado Department of Military and Veterans Affairs is requesting sealed bids for design-bid-build construction of a Transient Unit Maintenance Shelter (TUMS) at Fort Carson under IFB1 2027-0012, with bids due September 9, 2026 at 10:00 a.m. (revised from the original September 1 deadline per Addendum 1). Colorado labor must perform at least 80% of the work under C.R.S. 8-17-101, and preference is given to Colorado resident bidders.
Qualified bidders must demonstrate no previous state termination for non-performance, operation under the same business name for at least two years, contracting experience on at least two non-DMVA projects each exceeding $2.5 million in hard costs utilizing Colorado office expertise, and documented bonding capability up to $3 million. A bid bond of at least 5% of total bid is required. Successful awardees must provide payment and performance bonds of no less than 50% of contract value.
The scope is a 6,192 gross square foot pre-engineered metal building with rigid concrete floors, enclosed office and bathroom, and complete heating and cooling ventilation for winter training by the Colorado Army National Guard. The basis of design is Richardson Brothers; Alliance, Chief Buildings, Behlen, and Varco Pruden are acceptable as equals. Specifications include 80,000 BTUH scheduled heaters with straight 20-foot infrared tube heaters, individual thermostats, and connection to a 12-inch main water line. The General Contractor provides the new transformer, exterior address signage, and fire alarm system design coordination. Multiple bid alternates include HVLS fans and window types. The project does not require prevailing wage or Davis-Bacon determinations. The project is subject to Buy Clean Colorado Act requirements for environmental product declarations on eligible materials.
The estimated project cost is $2.85 million. Contract approval is anticipated in September 2026, with construction start in October and completion in April 2027. The mandatory pre-bid conference and site tour was August 18, 2026 at Fort Carson. Addendum 2 (Contractor Q&A) was published August 28, 2026.
