About this opportunity

The MARK Project, Inc. is seeking qualified contractors for exterior rehabilitation at 973 Main Street in Fleischmanns, New York, with bids due November 12, 2026 at 4:00 PM according to the scope-of-work package; the posting lists November 16, 2026. The solicitation sets Minority Business Enterprise and Women Business Enterprise contracting goals of 15% each and a Service-Disabled Veteran-Owned Business goal of 6%.

Scope covers repair and replacement of deteriorated siding, trim, fascia, soffits, moldings, doors, porch railings, porch headers, ceilings, and flooring, including rebuilding the porch skirt with door access and a 23-foot porch header. Exterior preparation, staining, and painting call for two coats of Benjamin Moore paint in a three-color scheme. All work must comply with applicable building codes and EPA lead-safe work practices. Lead is assumed present on all wood components, so every contractor must hold EPA Lead Renovation, Repair, and Painting (RRP) certification, and a lead-certified person must be on site at all times. A lead clearance test follows completion, with the first inspection paid by grant funds and each subsequent failed test charged to the contractor at $500.00.

Bidders must submit current liability and workers' compensation insurance certificates, the RRP certification, and a Non-Collusive Bidding Certification. The contractor develops drawings and specifications, obtains building permits (the owner purchases the permits), and manages sidewalk closure permits. The business remains open during construction, so the contractor must manage debris and store materials securely at the rear of the building. Work hours run 7:30 AM to 6:00 PM, Monday through Saturday, with no Sunday work.

A mandatory pre-bid walk-through is required, with an alternative appointment available through Fred Beemer at 845-586-3500. Bids are submitted to the MARK Project Office at 43355 State Highway 28, PO Box 516, Arkville, New York 12406. The jurisdiction is Delaware County, New York.
