About this file
This is a Scope of Work and bid submission package for exterior rehabilitation work at 973 Main Street, Fleischmanns, New York, issued by MARK Project Inc. The project involves repair and replacement of deteriorated exterior components including siding, trim, fascia, soffits, moldings, porch railings, porch headers, porch ceilings, doors, porch flooring, and exterior painting. Work includes specific tasks on all four walls of the building, such as rebuilding the porch skirt with a door access, replacing two porch railings with spindle reuse, rebuilding a 23-foot porch header, cleaning and staining doors and flooring, and applying two coats of Benjamin Moore paint using a three-color scheme. A mandatory pre-bid walk-through is scheduled, with an alternative appointment available by contacting Fred Beemer at 845-586-3500. Bid submissions are due November 12, 2026, by 4:00 PM at the MARK Project Office, 43355 State Highway 28, PO Box 516, Arkville, New York 12406. Work may be conducted between 7:30 AM and 6:00 PM, Monday through Saturday, with no work permitted on Sundays.
Contractors must submit updated certificates of Workers' Compensation and Liability Insurance, EPA Lead Renovation, Repair, and Painting (RRP) certification, and a Non-Collusive Bidding Certification form. All contractors must be EPA-certified as lead paint is assumed to be present on all wood components. A lead-certified person must be present on-site at all times, and a lead clearance test will be performed upon project completion, with the first inspection paid by grant funds. Subsequent failed inspections become the contractor's financial responsibility at $500.00 per test. The contractor is responsible for developing drawings and specifications, obtaining building permits, and managing sidewalk closure permits, while the owner purchases the permits. The business will remain open during construction, requiring debris management and secure material storage at the rear of the building. Minority/Women Business Enterprise (MWBE) contracting goals are established at 15 percent for both Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), and a Service-Disabled Veteran-Owned Business (SDVOB) goal of 6 percent applies. No incumbent is listed, and no identical or substantially similar contract has been awarded within the past five years.
