About this opportunity
Orange County, Florida is requesting sealed bids for nuisance sign removal services across unincorporated county roadways under IFB Y26-198, with electronic submissions due October 6, 2026 at 4:00 p.m. ET and questions due September 15, 2026 at 5:00 p.m. ET. The County reserves the right to award to a Service Disabled Veteran Business respondent if the bid does not exceed the lowest responsive offer by specified percentages ranging from 3% to 8% depending on bid amount.
The scope requires weekly patrol and removal of unpermitted signs from designated roadways across three geographic sections—East (31.7 one-way miles, 21 roadways), West (39.7 one-way miles, 23 roadways), and Central (15.1 one-way miles, 26 roadways)—totaling approximately 86.5 one-way miles across 70 roadways. Standard working hours are Sunday through Saturday, 7:00 a.m. to 5:00 p.m., excluding Orange County holidays, with required weekend staffing. The contractor must implement a GPS-enabled electronic tracking system with real-time or near-real-time vehicle tracking, route history documentation, and photo verification capabilities, retaining data for a minimum of twelve months. All employees must pass FDLE background checks at contractor expense, hold valid Florida driver's licenses, wear company-identified uniforms with photo ID badges, and comply with OSHA and ANSI safety requirements.
Compensation is structured as a flat per-mile rate for miles traveled on patrolled roadways and a per-sign fee for each sign removed and delivered to Neighborhood Services Division. The contractor bears all associated costs including labor, materials, gasoline, repairs, and insurance, and receives no reimbursement for mileage between their business location and patrol route endpoints.
The contract term is five years with an initial one-year firm pricing period, followed by potential price escalation based on Consumer Price Index (CPI-U), with increases exceeding 4% requiring authorization from the Manager of Procurement Division. Respondents must provide at least three client references for similar work performed within the last five years. Required submissions include contract compliance documentation, W-9 forms, non-collusion certification, drug-free workplace certification, E-Verify certification, and proof of Commercial General Liability ($1,000,000 per occurrence), Commercial Auto Liability ($1,000,000 per accident), and workers' compensation with statutory limits. All submissions must be transmitted electronically via the OpenGov e-Procurement Platform; hand delivery, mail, telephone, fax, or email submissions will be rejected. Award will be made on an all-or-none basis to the lowest responsive and responsible respondent.
