About this opportunity

The Central Florida Tourism Oversight District (CFTOD) is seeking proposals for the NSA HTHW Pipe Grouting Abandonment - Phase II project, located in Orange County, Florida. The procurement involves the permanent abandonment and removal of remaining sections of the High Temperature Hot Water (HTHW) hotel loop serving the Magic Kingdom Resort Area. Specific project requirements include comprehensive demolition, restoration, permitting, and coordination in accordance with Reedy Creek Energy Services (RCES), CFTOD, and Walt Disney World (WDW) specifications. Contractors must possess specific qualifications, including ASME/ANSI B31.1 Certification, Advanced TTC Certification, and Basic Flagger TTC Certification. A mandatory pre-bid/site visit is scheduled for Tuesday, July 1, 2025, at 10:00 A.M. EST, located at the Central Energy Plant Atlantis Conference Room in Lake Buena Vista, Florida. Attendees must RSVP through PlanetBids by June 30, 2025, at 12:00 p.m., providing first and last name, phone number, and email address. Participants are required to wear appropriate safety gear, including closed-toed shoes, pants, hard hat, safety vest, and eye and ear protection.

The solicitation indicates a preference for local vendors, veteran small businesses, and opportunity zone businesses, suggesting potential set-aside or preference considerations for these groups. While specific award values are not explicitly stated, the project involves complex infrastructure modification within the Walt Disney World Resort area. The procurement will be conducted through the PlanetBids electronic bidding platform, which ensures transparency and fair competition. Vendors must register on the platform to obtain supporting project attachments, submit questions, and propose bids. The procurement is being managed by Devin Ager, Procurement Analyst for the Central Florida Tourism Oversight District. Potential bidders should carefully review all documentation and ensure they meet the stringent technical and safety qualifications required for this specialized infrastructure project involving high-temperature water system abandonment and associated site restoration.
