About this opportunity
West Haven City is requesting proposals for legal services covering three severable categories—City Civil Work, City Prosecutor Work, and District Civil Work—with proposals due August 17, 2026 at 11:00 a.m. MST and questions due August 6, 2026 at 1:00 p.m. through the U3P-Bonfire portal. No set-aside or preference program applies.
City Civil Work encompasses contract preparation and review, litigation and eminent domain defense, legal opinions, land-use and zoning advice, GRAMA assistance, and attendance at City Council and Planning Commission meetings. City Prosecutor Work includes criminal, traffic, and ordinance violation prosecution in Roy/Weber Justice Court, case screening, plea negotiation, and appeals. District Civil Work covers civil legal advice, contract and resolution review, GRAMA requests, and water-law and property-acquisition counsel. The Primary Attorney must hold a minimum of ten years of experience providing legal counsel to cities for City Civil Work and District Civil Work, and a minimum of five years' experience as a City Prosecutor for that position. All attorneys must be licensed to practice law in Utah and admitted to all courts of the State. Professional liability insurance with a minimum of $3,000,000 per occurrence is required; those providing prosecution services must pass a Criminal Justice Information Services background check.
Compensation is structured as an hourly-rate contract with all direct, indirect, and out-of-pocket costs included in stated rates. Rates must remain valid for at least the first twelve months and may increase thereafter only by the Consumer Price Index unless otherwise agreed. Historical usage data shows the previous City Attorney worked approximately 107 hours per month (761 hours over ten months from April 2025 to January 2026), with 44 percent allocated to prosecution and 56 percent to civil work; the District estimates requiring 5 to 10 hours monthly.
The initial contract term is three years, renewable at the City's or District's sole discretion. Evaluation criteria weight Qualifications 35 points, Experience & Expertise 35 points, and Fee Proposal 30 points for City/District Civil Work; for Prosecutor Work, Qualifications and Experience & Expertise are 30 points each, and Fee Proposal is 40 points. Proposals must be submitted as three separate PDF files (Mandatory Minimum Requirements, Technical Proposal, Fee Proposal) to Emily Green, City Recorder, at emilyg@westhavenut.gov.
