About this opportunity
The Florida Department of Agriculture and Consumer Services, specifically the Florida Forest Service's Bureau of Forest Protection, is pursuing a single-source procurement for the Nova Software Platform from Hummingbird Drones Inc. This procurement is a one-year contract for drone data processing, mapping, and emergency response software specifically designed for wildfire operations and forest management activities. The software platform offers comprehensive features including hotspot detection, 360-degree panoramic viewing, livestream and full-motion video support, multi-user collaboration capabilities, PDF map export functions, and native integration with ArcGIS Online and Intterra. This procurement is being conducted through a statutorily mandated fifteen business day advertisement period, with the initial posting date of January 9, 2026, and a vendor response deadline of February 2, 2026. The procurement falls under UNSPSC codes 43232601 (Aviation ground support software) and 43232401 (Configuration management software), and requires vendors to demonstrate a specialized, integrated solution meeting the Florida Forest Service's specific operational requirements.
The procurement does not explicitly indicate any set-aside designations or restrictions for disadvantaged enterprises. The current intended sole source vendor is Hummingbird Drones Inc., doing business as Nova, which was selected based on its unique, comprehensive software solution that no other known vendor can provide. The estimated procurement budget ranges from $54,585.00 to $100,000.00 for the one-year contract term. The procurement has been approved by multiple agency officials, including the UAS Coordinator, Bureau Chief, Assistant Director, and Director of the Florida Forest Service, as well as Division of Administration personnel. Prospective vendors have the opportunity to challenge the single-source determination by submitting relevant information by the February 2, 2026 deadline. If no alternative vendors can demonstrate equivalent capabilities, the Florida Department of Agriculture and Consumer Services will proceed with the intended agreement with Hummingbird Drones Inc.
