About this file

This is a Description of Intended Single Source Purchase (PUR 7776) form filed by the Florida Department of Agriculture and Consumer Services for the procurement of drone data processing, mapping, and emergency response software. The Florida Forest Service, Bureau of Forest Protection, is requesting a one-year contract for the Nova Software Platform to support wildfire operations and forest management activities. The requested commodity falls under UNSPSC codes 43232601 (Aviation ground support software) and 43232401 (Configuration management software). This is a statutorily mandated fifteen business day advertisement period, with the posting date of January 9, 2026 and a deadline for prospective vendors to submit relevant information by February 2, 2026. No bidder's conference or site visit is mentioned in the documentation.

The estimated dollar amount for this single source procurement is up to $100,000.00, with an approximate contract amount of $54,585.00 for the one-year term. Hummingbird Drones Inc., doing business as Nova, is identified as the sole intended source based on its provision of an integrated, wildfire-specific solution that includes hotspot detection, 360-degree panoramic viewing, livestream and full-motion video support, multi-user collaboration features, PDF map export capabilities, and native integration with ArcGIS Online and Intterra. The justification for the single source acquisition states that no other known vendor offers this comprehensive integrated solution meeting the Florida Forest Service's operational requirements for emergency response and fire management. The procurement was approved by multiple agency officials including the UAS Coordinator, Bureau Chief, Assistant Director, and Director of the Florida Forest Service, as well as Division of Administration personnel. Prospective vendors may submit information challenging the single source determination by the February 2, 2026 deadline.
