About this opportunity
The Oregon Department of Early Learning & Care is issuing a notice of an upcoming RFQ for Birth through Five Literacy Program evaluation services, with a notice-receipt deadline of September 2, 2026 and formal solicitation materials to be posted on OregonBuys. The evaluation must be completed by June 30, 2027.
The scope centers on evaluating how families and caregivers are engaged in children's literacy development as part of the Birth through Five Literacy plan, which implements goals from 2023 HB 3198 (Early Literacy Success Initiative). DELC seeks an external research partner to develop and execute the evaluation methodology and findings.
DELC prefers organizations with demonstrated expertise in early childhood systems and community connections, and strongly prefers prior experience in the Oregon research community. This is a notice-stage announcement; pricing, contract value, set-asides, detailed evaluation criteria, and formal solicitation terms will be posted when OregonBuys receives the full RFQ package. Inquiries should be directed to Laura Sprehe, Senior Contract Specialist, at laura.sprehe@delc.oregon.gov.
