About this file
This is a Notice of Upcoming Research Opportunity issued by the Oregon Department of Early Learning & Care (DELC) regarding an external research partnership for program evaluation services. DELC is seeking an external research partner to develop and execute an evaluation of the Birth through Five Literacy plan, which aligns with the goals of the Early Literacy Success Initiative established through 2023 HB 3198. The specific focus of the evaluation will be assessing how families and caregivers are engaged in children's literacy development. The evaluation must be completed by June 30th, 2027. DELC will post all required bidding information and formal solicitation materials through Oregon's e-procurement system, OregonBuys, once available.
The notice indicates that DELC is seeking an organization with demonstrated expertise in early childhood systems and community connections, with previous experience in the Oregon research community being strongly preferred. No specific pricing information, set-asides, or funding amounts are detailed in this notice document, as this is a preliminary announcement rather than the formal request for qualifications (RFQ). Inquiries regarding the upcoming opportunity should be directed to Laura Sprehe, Senior Contract Specialist, at laura.sprehe@delc.oregon.gov.
