About this opportunity
The Oregon Department of Human Services is announcing approval of a special procurement amendment to expand Contract 185005 with Human Services Group, LLC for consultation services on the ODHS Transformation Project, with a seven-calendar-day protest period ending July 14, 2026. This is not a solicitation; affected persons may protest the approval pursuant to Oregon Revised Statutes 279B.085(5) and 279B.400.
The amendment expands the scope to encompass eleven projects and tasks focused on organizational redesign and service delivery improvements across ODHS divisions, including the Office of Child Welfare Programs, the Office of Aging and People with Disabilities, the Unified Children, Adults, and Families division operationalization, Administrative Hubs Pilot Monitoring, Office of Customer Experience operations support, hospital discharge scaling implementation, Safety Oversight and Quality restructuring, and child welfare data architecture development. Work extends through June 30, 2027.
The special procurement increases the contract's not-to-exceed compensation by $2,160,501, raising the total NTE from $4,415,563 to $6,576,064. The original contract, awarded in February 2025 as a sole-source determination following HSG's performance as a Phase 1 subcontractor beginning in September 2024, carried an initial NTE of $1,384,446; five prior amendments expanded responsibilities and corrected accounting.
The justification for sole-source continuation rests on HSG's 15 months of accumulated expertise, institutional knowledge, and understanding of ODHS' complex organizational structure and service delivery systems, which would be substantially costly and inefficient to replicate with a new vendor at the project's final stages. The State Chief Procurement Officer approved the special procurement on July 6, 2026, with conditions restricting the contract scope to only the tasks and projects identified in the amendment and prohibiting further expansions. ODHS must obtain legal sufficiency approval from the Oregon Department of Justice prior to execution. Contact: Louie Thomas, Senior Procurement and Contract Specialist, ODHS.
