About this opportunity

Oregon's Department of Administrative Services, State Procurement Services (DAS SPS), is extending eight incumbent auto parts and equipment Price Agreements through a special procurement amendment, effective November 6, 2026, rather than through a competitive solicitation. The extension runs nine months, through August 31, 2027, and covers auto parts, equipment, training, installation, and related services across multiple vehicle brands and models. This is a notice, not a bid, and written protests to the State Chief Procurement Officer were due within seven calendar days of the October 19, 2026 first publication.

The amendment is requested on behalf of State of Oregon agencies, Oregon Cooperative Purchasing Program (OrCPP) members, State of Washington Master Contract Usage Agreement (MCUA) participants, and other Authorized Purchasers. The incumbent Price Agreement holders are Quality Chain Corporation, Peerless Chain Corporation, Factory Motorparts Corporation, Genuine Parts Company (NAPA), Pewag Corporation, Landmark Ford Corporation, Battery Systems Corporation, and Stertil-Koni Corporation.

The total estimated cost for the nine-month amendment period is $4.5 million. Approximately $2,681,833 of 2025 spending went to Genuine Parts Company and $909,579 to Landmark Ford Corporation, with other vendors generating substantially lower volumes. The justification cites the unavailability of renewal terms beyond November 5, 2026, and an insufficient number of proposals from cancelled RFP S-10700-00016861, which was intended to replace these agreements. The approval finds that the amendment will not encourage favoritism or diminish competition and substantially promotes the public interest by ensuring uninterrupted access to auto parts and services for state and Authorized Purchaser fleets.

DAS SPS intends to issue a new Request for Proposals during the extension period to develop replacement Price Agreements, with anticipated awards to multiple local and regional suppliers and new agreements expected in place by the August 31, 2027 termination date. DAS SPS will also pursue National Association of State Procurement Officials (NASPO) cooperative agreements as an additional procurement avenue. Questions about the special procurement go to Jordan Sim, State Procurement Analyst, at 971-375-5451 or jordan.r.sim@das.oregon.gov.
