About this file
This is a Special Procurement Amendment request submitted by the Oregon Department of Administrative Services, State Procurement Services (DAS SPS) on behalf of State of Oregon Agencies, Oregon Cooperative Purchasing Program (OrCPP) members, State of Washington's Master Contract Usage Agreement (MCUA) participants, and other Authorized Purchasers for auto parts and equipment supplies and services. The amendment extends eight existing Price Agreements with suppliers including Quality Chain Corporation, Peerless Chain Corporation, Factory Motorparts Corporation, Genuine Parts Company (NAPA), Pewag Corporation, Landmark Ford Corporation, Battery Systems Corporation, and Stertil-Koni Corporation for an additional nine months from November 6, 2026 through August 31, 2027. The products and services include auto parts, equipment, training, installation, and related services across multiple vehicle brands and models. DAS SPS intends to issue a new Request for Proposals during this extension period to develop replacement Price Agreements with anticipated awards to multiple local and regional suppliers, with new agreements expected to be in place by the August 31, 2027 termination date of the current extension.
The total estimated cost for the nine-month amendment period is $4,500,000. Historical spending data for 2025 indicates significant variation among vendors, with Genuine Parts Company accounting for approximately $2,681,833 and Landmark Ford at $909,579, while other vendors generated substantially lower volumes. The justification for this special procurement amendment cites the unavailability of renewal terms in the existing agreements beyond November 5, 2026, and the insufficient number of proposals received from a cancelled RFP (S-10700-00016861) that would have otherwise replaced these agreements. The amendment is approved based on findings that it will not encourage favoritism or diminish competition, and that it substantially promotes the public interest by ensuring uninterrupted access to auto parts and services necessary for State and Authorized Purchaser vehicle fleets. The amendment became effective after a seven-day public notice period on OregonBuys with opportunity for protests, and DAS SPS will pursue National Association of State Procurement Officials (NASPO) cooperative agreements as an additional procurement avenue during the extension period.

b. Background:
Since the Notice and posting of the Original SP in late July 2025 (which received no protests), DAS SPS developed Request for Proposals (RFP) for Auto Parts, Equipment, Installation and Related Services under RFP No. S-10700-00016861. The RFP was published on OregonBuys® on August 18, 2026. The RFP closed on September 24, 2026. Five (5) proposals were received.
DAS SPS determined that the number of proposals received were not sufficient enough to service the State of Oregon and all other Authorized Purchasers. The RFP was cancelled, with the intention to publish a new RFP for the same goods and services.
For additional historical and background information see Attachment No. 1, Original SP
REQ-10700-00134890.
c. Current Need:
DAS SPS will be issuing a Notice of Intent to Participate in negotiating the use of National Association of State Procurement Officials (NASPO) agreement(s) for Automotive Parts and related services awarded in 2026. The NASPO Participating Addendum(s) will be available for use by all Authorized Purchasers.
In an effort to avoid a lapse in Auto Parts and related service suppliers for the Authorized Purchasers, an extension of the current Price Agreements is required. DAS SPS also intends to issue a new RFP for Auto Parts and related services as listed above and is anticipated to result in multiple PA awards of local and/or regional suppliers. The new set of PAs will be available for use statewide by Oregon State Agencies, OrCPPs, MCUA and other Authorized Purchasers. The RFP is expected to be developed and completed during the nine (9) month extension and have the new PAs in place by the new termination dates of the current PAs by August 31, 2027.
DAS SPS requires an amendment of the Original SP to extend the term and increase the overall total estimated spend for the current PAs to meet the needs of State Agencies, OrCPPs, MCUAs and other Authorized Purchasers.
Table 10.c.1 below represents the estimated spend for FY 2025:
Table 10.c.1
Price Agreement # Contractor Name Spend for 2025
5590 Quality Chain Corp $227,070.87
5591 Peerless Chain $55,906.00
5592 Factory Motor Parts $430,065.18
REQ-10700-00236605_AMD-1(134890)_AutoParts&Services_DAS Page 3 of 6
The modest nine (9) month term extension of these PAs requested in this SP AMD-1 will ensure Authorized Purchasers have seamless access to the Auto Parts and related services necessary to carry out the duties and responsibilities of their agencies and keep state and Authorized Purchaser’s vehicles running in good condition.
d. Proposed Contracting Procedure:
1. As required by Oregon Administrative Rule (OAR) 125-247-0287, DAS SPS will issue a public notice (Notice) of the approved SP AMD-1 on OregonBuys® for a period of seven (7) calendar days.
2. The Notice will include provisions that any Affected Person(s) may protest the approval of this SP AMD-1.
3. DAS SPS will respond to and resolve all protest(s), if any.
4. If no protests to this SP are received or sustained, DAS SPS will proceed with amending the PAs as set out in Section 10.a.
5. Pursuant to Oregon Revised Statute (“ORS”) 291.047 and related administrative rules, DAS SPS will work with Oregon Department of Justice (“DOJ”) and obtain legal sufficiency approval prior to executing the PA amendment(s), if required.
11. Justification for use of Special Procurement: Describe the circumstances that justify the use of a Special Procurement. Attach relevant documentation.
The PAs have no renewal terms available beyond November 5, 2026. The only procurement method available under Oregon Public Contract Code (ORS 279 A, B and C) through which the PAs can be amended and extended for time is the Special Procurement Amendment process under ORS 279B.085, requiring approval from the State Chief Procurement Officer. RFP No. S- 10700-00016861 did not yield a sufficient number of suppliers to service the state of Oregon and all Authorized Purchasers adequately.
5593 Genuine Parts $2,681,832.89
5594 Pewag Inc $29,887.74
5597 Landmark Ford $909,578.73
5598 Battery Systems Not Received
5601 Stertil-Koni No Sales
REQ-10700-00236605_AMD-1(134890)_AutoParts&Services_DAS Page 4 of 6
This SP AMD-1 request, which seeks to amend all eight (8) PAs will support uninterrupted access to various Auto Parts and related services by State Agencies, OrCPPs, MCUAs and other Authorized Purchasers.
The same justification statements set out in SP Attachment 1 still apply.
12. Findings to Satisfy the Required Standards: This proposed special procurement:
x (a) will be unlikely to encourage favoritism in the awarding of public contracts or to substantially diminish competition for public contracts because:
• RFP No. S-10700-00016861 was cancelled as it did not yield the appropriate amount of proposals to sufficiently service the State of Oregon and it’s Agencies, OrCPPs, MCUA and other Authorized Purchasers.
• The new RFP is to be developed for various brands of Auto Parts and related services for many different brands/models of vehicles:
o seeks to award multiple PAs.
o be issued on the state’s current eProcurement system, OregonBuys®, which holds a roster of 23,000+ Vendors (Suppliers).
o be structured to encourage maximum competition to the extent possible.
o Enable all providers of the requisite products and services to compete for a PA award.
The same findings of facts set out in SP Attachment 1 still apply.
and
______ (b)(i) will result in substantial cost savings to the contracting agency or to the public because:
or x (b)(ii) will otherwise substantially promote the public interest in a manner that could not practicably be realized by complying with the requirements of ORS 279B.055, 279B.060, 279B.065, or 279B.070, or any rules adopted thereunder because:
Amending the PAs and extending the Term an additional nine (9) months substantially supports the reliability of all vehicles, keeping them accessible to all Authorized Purchasers utilizing this PA and their employees.
Failure to amend and extend these PAs terms will:
REQ-10700-00236605_AMD-1(134890)_AutoParts&Services_DAS Page 5 of 6 o result in undue burden for all authorized users, in sourcing and purchasing the Auto Parts necessary to keep the publicly-owned vehicles in good working order for their employees to carry out their duties and responsibilities;
o prevent access to these products could result in the authorized purchasers’ fleet of automobiles not being in top working condition and being unsafe to drive;
o create a break in access to the correct parts for each fleet vehicle could lead to having less vehicles in working order for authorized purchasers to use, which would create additional risk of driving a personal vehicle for state business;
o save the authorized purchasers revenue, if the state is paying mileage on workers’ personal vehicles, while still paying insurance on the fleet vehicles, costing the state extra dollars out of budget; and o create an unacceptable risk for the authorized purchasers, employees who drive these vehicles as part of their job duties.
The same findings of facts set out in SP Attachment 1 still apply.
