About this opportunity
Oregon Department of Fish and Wildlife is issuing a notice of sole source procurement for custom wedge wire fish screens for the Wilderville fish screen project, with Hendrick Screen Company as the sole source and a listed due date of October 30, 2026. This is a notice, not a solicitation, and ODFW has determined Hendrick is the only vendor capable of meeting both NOAA fish screening criteria and ODFW engineering specifications.
The screens are custom stainless-steel units measuring 51 inches by 51 inches overall, with a maximum slot size of 0.069 inches and a design differential load of 40 inches. They must meet NOAA fish screening criteria, the filter that limits eligible bidders, and will be installed at the Wilderville site during the 2027 season. The single purchase carries an estimated total contract value of $27,595.00.
ODFW's justification rests on unique design, availability, and exclusive capability factors under OAR 125-247-0275(2). Market research found that Aden Group, US Screen Co, and Intake Screens Inc produce only welded wedge wire screens, which the determination describes as prone to breaking, producing wear on cleaning systems, and vulnerable to debris damage. Hendrick's profile bar screens use mechanical interlocking without welds, offering greater rigidity and flat surfaces that the determination says optimize cleaning performance and reduce fish impingement risk. The determination was prepared September 23, 2026, and approved October 22, 2026, by April Brenden-Locke, Contract Services Manager.
The notice establishes a seven-calendar-day protest period from first publication on October 23, 2026. Written protests must state legal and factual grounds, describe resulting harm, and specify relief requested, and must be emailed to the ODFW Designated Procurement Officer at april.d.branden-locke@odfw.oregon.gov and odfw.contractsinbox@odfw.oregon.gov. Questions go to Becky Sell, Procurement and Contract Specialist 1, at becky.s.sell@odfw.oregon.gov or (503) 509-9826.
