About this file

This is a Sole-Source Determination and Justification document prepared by the Oregon Department of Fish and Wildlife (ODFW) for a custom fabricated stainless-steel fish screen procurement. The project involves the purchase of wedge wire fish screens meeting NOAA fish screening criteria for installation at the Wilderville fish screen project site during the 2027 season. The screens are specified with a maximum slot size of 0.069 inches, designed for 40 inches differential load, and manufactured to custom dimensions of 51 inches overall length by 51 inches overall width. The sole-source procurement is for a single purchase from Hendrick Screen Company, with an estimated total contract value of $27,595.00. No specific response dates, due dates, site visits, bidder conferences, or award dates are identified in the determination document.

The sole-source justification is based on ODFW's market research findings that Hendrick Screen Company is the only vendor capable of providing screens meeting both NOAA compliance criteria and ODFW engineering specifications. The determination identifies that alternative vendors, including Aden Group, US Screen Co, and Intake Screens Inc, produce only wedge wire screens, which have proven problematic due to welded construction susceptibility to breaking, wavy surfaces that cause excessive wear on cleaning systems, and vulnerability to damage from debris. Hendrick's profile bar screens feature mechanical interlocking without welds, superior rigidity, and flat surfaces that optimize cleaning system performance and reduce fish impingement risk. The procurement is justified under OAR 125-247-0275(2) based on unique design, availability, and exclusive capability factors. The determination was prepared on September 23, 2026, and approved by April Brenden-Locke, Contract Services Manager, on October 22, 2026.

SOLE-SOURCE DETERMINATION AND JUSTIFICATION FOR SUPPLIES AND

SERVICES

Date: 09/23/2026 To: April Brenden-Locke, Designated Procurement Officer, Contract Services, Administrative Services Division

From: Jason Wunschel, Central Point Screen Shop Manager

RE: Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275

CSR: 369-26 Wilderville Profile Bar Fish Screens

Part A

1. Authority to enter into a Sole-Source Contract: OAR 125-246-0170(2)(c)(H)

2. Estimated Total Value of the Procurement: $27,595.00

3. Single or Multiple Purchases: Single Purchase for the Wilderville fish screen project

4. Proposed Contractor: Hendrick Screen Company

5. Brief Description of Goods or Services to be procured: Purchase of custom fabricated stainless-steel fish screens meeting NOAA fish screening criteria, including 0.069-inch max slot size, designed for 40 inches differential load, manufactured to custom dimensions (51" OAL x 51" OAW).

6. Background: The Wilderville fish screen project requires installation of custom fish screens designed to meet NOAA fish passage criteria and ODFW engineering specifications.

Hendrick Screen Company provided a detailed quotation including custom fabrication details such as slot sizing, load capacity, material type (304 stainless steel), weight, and structural support configuration. These screens are specifically built to meet ODFW’s fish screening needs and NOAA compliance requirements.

The agency intends to procure these screens for installation at the Wilderville fish screen project site during the 2027 season. This sole-source determination applies to the fabrication and delivery of the customized fish screens specified in the Hendrick quotation.

7. Findings:

A. Market Research Overall Finding.

ODFW has evaluated available fish-screen fabrication companies and determined that Hendrick Screen Company is the only vendor capable of providing screens that meet NOAA criteria with the necessary custom specifications required for the Wilderville fish screen project. Hendrick provides proprietary screen fabrication and custom-engineered slotting that meet federal and state fish-screen performance requirements. The quotation contains fabrication details that match ODFW’s engineering standards and project needs, including slot width, structural reinforcement, material selection, and load capacity.

Based on this research, no alternative products or manufacturers were identified that meet the NOAA criteria and ODFW engineering specifications.

We looked into wedge wire screens as an alternative to profile bar but found the following information as to why they would not work for the Wildervile fish screen project. Wedge wire screens are welded instead of mechanically interlocked. The welds tend to break over time and distort slot geometry leading to non-uniform slot openings causing the screens to not meet NOAA criteria. Wedge wire screens tend to have wavy surfaces and are not very flat. This causes excess war on the cleaning systems and prevents the cleaning system from working efficiently. When the surface is wavy and not flat it disrupts the hydraulics going through and over the screen surface, increasing the risk of fish impingement on the screen. We have used wedge wire screens in the past and have had issues with them not staying flat and becoming wavy, and the welds breaking on the wires, causing the spacing of the wires to become out of compliance of NOAA fish screen criteria. Wedge wire screens get damaged easily by sticks, logs, and rocks causing the bars to bend and lose their correct criteria spacing. These faults put fish at risk of entering an irrigation ditch and the fish screen not meeting NOAA fish screening criteria compliance.

Aden Group – only produces wedge wire screens.

US Screen Co – only produces wedge wire screens.

Intake Screens Inc – does not produce flat panel screens. They only produce cylinder and drum wedge wire screens. Purchase the wedge wire they use from other vendors and mold into the products they sell.

Hendrick Screen company – produces wedge wire screens and profile bar screens. Can build the screens custom to our engineering specifications and meet NOAA screening criteria.

Hendricks profile bar is mechanically interlocked so there are no welds that could potentially break. The profile bar itself is stronger than wedge wire and does not bend or lose its spacing as easily as wedge wire. The shape of the profile bar makes it more rigid and helps it hold its shape better, which leads to a flatter surface of the screen and holds the shape over time. A flatter surface causes less wear of the cleaning system and allows

Sole-Source Determination_rev01-31-24 (ODFW 10/17/2025) Page 3 of 4 the cleaning system to do a better job. The profile bar creates more consistent hydraulics through and over the screen which lowers the risk of fish impingement on the screen.

Overall profile bar is a more consistent reliable fish screen that is best for protecting fish in irrigation ditches.

Based on market research, technical requirements, NOAA compliance criteria, and unique vendor capabilities, ODFW has determined that Hendrick Screen Company is the only source capable of meeting project specifications.

The agency has evaluated the criteria under OAR 125-247-0691 and determined that the use of a brand name specification is justified under Section (2)(a) because only one manufacturer or seller of the product exists, as confirmed by market research.

And

B. Findings of Fact pursuant to OAR 125-247-0275(2) must include, at a minimum, one of the following:

1. Pursuant to OAR 125-247-0275(2)(a): Compatibility. Provide findings supporting your determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source.

2. Pursuant to ORS 279B.075 (2)(b): Exchange of Software or Data. Provide findings supporting your determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source.

3. Pursuant to ORS 279B.075 (2)(c): Pilot or Experimental Project. Provide findings supporting your determination that the goods or services are for use in a pilot or an experimental project.

4. Pursuant to ORS 279B.075 (2)(d): Other findings that support the conclusion that Supplies and Services are available from only one source may include but are not limited to considerations of: unique design, availability, geographic location, exclusive authorized representative, cost of conversion, and warranty services.

• Unique design: Hendrick manufactures screens to precise dimensions (51" x 51") with the specific support structures and load tolerances.

These features are not standard off-the-shelf items and require specialized design and fabrication capabilities.
