About this opportunity

The Massachusetts Executive Office of Health and Human Services (EOHHS), the secretariat overseeing MassHealth, is seeking individuals to serve on the Implementation Council for the One Care program, with applications due November 2, 2026 at 5:00 p.m.

One Care is a MassHealth program that integrates Medicare and Medicaid benefits into a coordinated health plan for eligible adults ages 21–64. The Implementation Council functions as an advisory body to monitor healthcare access, review member experiences, and provide input on policy decisions affecting the program.

EOHHS seeks diverse voices, including MassHealth members or family members of One Care members; representatives of community-based or consumer advocacy organizations; and representatives of provider or trade associations. Applicants must demonstrate experience with diverse communities, including people with disabilities, Deaf or Hard of Hearing communities, blind or visually impaired people, LGBTQ+ communities, and people experiencing homelessness. Applicants must not have direct or indirect employment or contractual relationships with any One Care Plan or My Ombudsman. Geographic representation across Massachusetts counties is required.

Selected Council members serve an initial two-year term with potential extension. Council participation requires attendance at virtual meetings held twice monthly during regular business hours (approximately two hours per meeting) and ability to review materials and work collaboratively. Compensation is $75 per Implementation Council meeting attended, $25 per hour for Engagement meetings, and $25 per hour for approved Council activities such as attending in-person town halls. Reasonable accommodations, including American Sign Language interpretation and closed captioning, are provided for all virtual meetings.

An Evaluation Committee will assess applications based on clarity and completeness of information, applicant understanding of Council goals and responsibilities, and knowledge of One Care and relevant experience. Applications are submitted via email to EOHHS-Procurement@mass.gov or by mail to the Executive Office of Health and Human Services, Attn: Amy Butcher, Procurement Coordinator, One Ashburton Place, 11th Floor, Boston, MA 02108. Information provided may be subject to Massachusetts Public Records Law.
