About this file

This is a recruitment notice issued by the Massachusetts Executive Office of Health and Human Services (EOHHS) on behalf of MassHealth seeking individuals to serve on the One Care Implementation Council. The One Care program is a MassHealth initiative that integrates Medicare and MassHealth benefits into a single coordinated health plan for eligible adults ages 21-64. The Implementation Council serves as an advisory body to help shape program improvements by monitoring healthcare access, reviewing member experiences, and providing input on policy decisions. MassHealth is actively recruiting diverse candidates, including people with disabilities enrolled in MassHealth, family members or guardians of One Care members, and representatives from community-based organizations, consumer advocacy organizations, and provider associations. The application deadline is November 2, 2026, at 5:00 PM. Selected Council members will serve an initial term of two years with the possibility of extension.

Council members are required to participate in virtual meetings held twice monthly during regular business hours, with each meeting lasting approximately two hours, and must be able to review materials and work collaboratively with MassHealth. Compensation is provided at $75 per Implementation Council meeting attended, $25 per hour for Engagement meetings, and $25 per hour for approved Council activities such as attending in-person town halls. Applicants must not have direct or indirect employment or contractual relationships with any One Care Plan or My Ombudsman. An Evaluation Committee will review applications based on the clarity and completeness of information provided, the applicant's understanding of Council goals and responsibilities, and their knowledge of One Care and relevant experience. MassHealth reserves the right to contact applicants for clarification, remove Council members who fail to meet responsibilities or have conflicts of interest, and reopen the application process if insufficient qualified applicants apply. Reasonable accommodations, including American Sign Language interpretation and closed captioning, will be provided for all virtual meetings.

Help Shape the Future of One Care in Massachusetts Join the One Care Implementation Council Do you have lived experience with MassHealth (Medicaid), Medicare, disability services, or a passion for improving healthcare in Massachusetts? MassHealth is looking for diverse voices to serve on the One Care Implementation Council and help improve care for people enrolled in One Care.

One Care is a MassHealth program that brings Medicare and MassHealth benefits together into one coordinated health plan for eligible adults ages 21–64 at the time of enrollment. Members have one plan, one card, and one care team, with coverage for medical, mental health, prescription drugs, and long-term services and supports.

Why Join?

The Council works in partnership with MassHealth toward our common goal of improving the One Care program. Through this constructive working relationship, Council members help ensure the voices of members, families, and community partners are reflected in program decisions. Your voice can directly influence policies that affect thousands of Massachusetts residents.

As a Council member, you’ll help:

· $75 for each Implementation Council meeting attended.

· $25 per hour for Engagement meetings.

· $25 per hour may be available for participating in approved Council activities, such as attending an in-person Town Hall.

Conflict of Interest You cannot serve on the Council if you have a direct or indirect employment or contractual relationship with:

· A One Care Plan (with limited exceptions for certain organizational representatives); or

· My Ombudsman.

Council Member Selection Process MassHealth will review applications for the Implementation Council through the following process:

· An Evaluation Committee will review applications using the selection criteria below.

· The Committee will recommend applicants to the Assistant Secretary for MassHealth (or designee), who will make the final selections.

Applications will be evaluated based on:

· How clear, complete, and relevant the information provided in the application is.

· The applicant’s understanding of the Implementation Council’s goals, the role of an Implementation Council member, and responsibilities.

· The applicant’s interest in and knowledge of One Care, as well as their relevant skills and experience.
