About this opportunity
The Michigan Department of Military and Veterans Affairs issued Request for Proposal 210000000782 on February 17, 2021, seeking a five-year contract (with three optional one-year renewals) for the procurement and delivery of concrete materials and supplies to support Camp Grayling Maneuver Training Center in Grayling, Michigan. The solicitation required delivery of various concrete materials on an on-call basis, including multiple PSI rating mixes (2500, 3000, 3500, and 4000 PSI round stone mix), sack mixes additives, limestone additives, rebar in three sizes, microfiber and commercial fiber doses, concrete sealer cure and seal, concrete blocks, and other materials as requested. All materials were required to meet ASTM, industrial, local, state, and federal requirements and standards. The proposal deadline was March 17, 2021, at 3:00 p.m. Eastern Time, with an anticipated contract commencement date of March 31, 2021. The contractor was required to maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, automobile liability insurance of $1,000,000 per accident, and workers' compensation insurance as required by law. Delivery was mandated within two calendar days of order or as requested by the Program Manager to locations within Camp Grayling's 147,000 acres. Evaluation criteria included five weighted technical evaluation categories on which contractors could achieve up to 125 total points, with pricing submitted separately on Schedule B on a firm, fixed basis for the entire contract length.
No award was issued for this procurement despite the receipt of one proposal from E2 Enterprises LLC, a Service-Disabled Veteran-Owned Business located in Farmington Hills, Michigan, which achieved a perfect technical score of 125 points out of 125 possible points and demonstrated full compliance with all mandatory requirements. Although E2 Enterprises LLC passed technical evaluation and submitted pricing after being invited to provide a Best and Final Offer on March 25, 2021 (with a March 26, 2021 deadline), the State determined that the company's pricing was not within market standards and did not represent the lowest price to Michigan, resulting in termination of the procurement without award. No specific budget range or award value was disclosed in the solicitation materials. The procurement was subject to federal provisions including compliance with the Davis-Bacon Act, Copeland Anti-Kickback Act, Clean Air Act, and Federal Water Pollution Control Act due to federal funding, and contractors applying for awards of $100,000 or more were required to submit a Byrd Anti-Lobbying Certification. Bidders not recommended for award could request a debriefing session with Solicitation Manager Elizabeth L. Noffsinger at noffsingere@michigan.gov.
