About this file

This is a No Award Recommendation document issued by the Michigan Department of Military and Veterans Affairs regarding RFP 210000000782 for Concrete Materials to support Camp Grayling Military Training Center. The solicitation was posted on SIGMA VSS on February 17, 2021, with a proposal due date of March 17, 2021. The contract was structured as a five-year base term with up to three additional one-year renewal periods. One bidder, E2 Enterprises LLC, a Service-Disabled Veteran-Owned Business located in Farmington Hills, Michigan, submitted a proposal by the deadline.

E2 Enterprises LLC achieved a perfect technical score of 125 points out of 125 possible points across five weighted evaluation criteria, demonstrating full compliance with all mandatory requirements and superior qualifications. The company was invited to submit a Best and Final Offer on March 25, 2021, with a deadline of March 26, 2021. However, despite passing technical evaluation and submitting pricing, the State determined that E2 Enterprises LLC's pricing was not within market standards and did not represent the lowest price to Michigan. Consequently, the procurement was terminated without award. Bidders not recommended for award may request a debriefing session with Solicitation Manager Elizabeth L. Noffsinger at noffsingere@michigan.gov.
