About this opportunity

Collier County, Florida Procurement Services Division has issued a Notice of Intent to Single Source Gardner Denver Nash LLC for Hoffman, Lamson, and Invincible centrifugal blowers, factory parts, spare parts, and factory service and support for wastewater treatment operations, with responses contesting the designation due August 24, 2026 at 3:00 p.m.

The county asserts that Gardner Denver Nash is the sole qualified source for these products and services. The Gardner Denver Nash aeration blower equipment is installed within the county's utility system infrastructure and has demonstrated consistent performance meeting operational needs and state and federal regulatory requirements. Centrifugal blowers provide high-volume, continuous airflow essential for activated sludge treatment, mixing equalization basins, membrane bioreactor scouring, odor control, and airlift pump operation. The county maintains that continuing with existing Gardner Denver Nash systems is both economically and operationally justified because the systems are proven and meet operating permit and regulatory compliance standards.

The proposed contract term runs October 1, 2026 through September 30, 2029. Any interested party disagreeing with the single source designation must submit written documentation demonstrating that other qualified sources are available for the identified products and services. No action is required from parties who agree with the designation. All responses must be submitted online through the Collier County Procurement Services Division Online Bidding System. The final decision on single source status rests with the Procurement Services Division and the requesting department. This notice is not a request for pricing or a commitment to purchase.

Description of Intended Products or Services Provided:

Purchase of Hoffman, Lamson, and Invincible Centrifugal Blowers, factory parts, spare parts, and factory service and support is only provided by Gardner Denver Nash. The preventative maintenance service program along with the products and services are critical to the equipment that supports the wastewater treatment process allowing plant operations to maintain operating permits and State and Federal codes, regulations, standards, and policies.

The Gardner Denver Nash aeration blower equipment has been installed within the Utility System upon construction of the plant. The existing Gardner Denver Nash aeration blower units are proven systems that consistently meets our operational needs and permit requirements. With the systems being already installed, it is in the best interest of the County to continue to use these products since they are working to meet the regulations.

Centrifugal blowers in the wastewater treatment plants provide high-volume, continuous airflow for aeration, which is critical for supplying oxygen to microorganisms that break down organic waste. They are essential for maintaining activated sludge, mixing equalization (EQ) basins, scouring membranes, and odor control. These blowers operate efficiently at high flow rates to support biological treatment processes. Centrifugal blowers deliver oxygen to activated sludge basins, allowing bacteria to oxidize organic contaminants and ammonia. They keep wastewater and microorganisms (sludge) suspended in tanks, ensuring thorough mixing for effective treatment. They provide air to clean membrane surfaces in MBR systems, preventing fouling. They assist with aeration in grit chambers and, in some cases, provide air to odor-control scrubbers. They power airlift pumps to move raw sewage, sludge, or wastewater within the treatment plant.
