About this file

This is a Notice of Intent to Single Source issued by Collier County, Florida's Procurement Services Division for the continued procurement of centrifugal blowers and related services from Gardner Denver Nash LLC. The county intends to designate Gardner Denver Nash as a single source vendor for Hoffman, Lamson, and Invincible brand centrifugal blowers, factory parts, spare parts, and factory service and support for wastewater treatment operations. The submission deadline for responses contesting this single source designation is Monday, August 24, 2026, at 3:00 p.m. The contract term is proposed to run from October 1, 2026, through September 30, 2029. No action is required from interested parties if they agree with the proposed single source designation; however, any respondents disagreeing with the designation must submit written documentation demonstrating that other qualified sources are available for the identified services.

The notice indicates that Gardner Denver Nash equipment has been installed as part of the county's utility system infrastructure and has proven effective in meeting operational needs and regulatory requirements. The centrifugal blowers are critical to the wastewater treatment process, providing aeration for activated sludge basins, membrane bioreactor systems, odor control, and other essential treatment functions necessary to maintain operating permits and comply with state and federal regulations. The county determined that continuing with the existing Gardner Denver Nash systems is both economically and operationally in the county's best interest. This single source designation is not a request for pricing or a commitment to purchase. All responses must be submitted online through the Collier County Procurement Services Division Online Bidding System, and the final decision on single source status rests solely with the Procurement Services Division and the requesting department.

2. NOTICE OF PROPOSED INTENT

As requested by the Procurement (hereinafter, the “Division or Department”), the Collier County Board of

County Commissioners Procurement Services Division (hereinafter, “County”) intends to designate single source 10/01/2026 TO 9/30/2029 and award without competition if it is determined to be in the best interest of the County. The Notice of Intent to Designate Single Source is not a request for pricing or a commitment to purchase.

The Procurement Ordinance, 25-34, Section Twelve, Alternative Procurement Methods defines single source as follows:

• Single Source as commodities or contractual services that are available only from a single source, or the use of such source is both economically and operationally in the County's best interest.

3. SINGLE SOURCE INFORMATION

Manufacturer Name: GARDNER DENVER NASH LLC

Vendor/Provider Name: GARDNER DENVER NASH LLC

Description of Intended Products or Services Provided:

Purchase of Hoffman, Lamson, and Invincible Centrifugal Blowers, factory parts, spare parts, and factory service and support is only provided by Gardner Denver Nash. The preventative maintenance service program along with the products and services are critical to the equipment that supports the wastewater treatment process allowing plant operations to maintain operating permits and State and Federal codes, regulations, standards, and policies.

The Gardner Denver Nash aeration blower equipment has been installed within the Utility System upon construction of the plant. The existing Gardner Denver Nash aeration blower units are proven systems that consistently meets our operational needs and permit requirements. With the systems being already installed, it is in the best interest of the County to continue to use these products since they are working to meet the regulations.

Centrifugal blowers in the wastewater treatment plants provide high-volume, continuous airflow for aeration, which is critical for supplying oxygen to microorganisms that break down organic waste. They are essential for maintaining activated sludge, mixing equalization (EQ) basins, scouring membranes, and odor control. These blowers operate efficiently at high flow rates to support biological treatment processes. Centrifugal blowers deliver oxygen to activated sludge basins, allowing bacteria to oxidize organic contaminants and ammonia.

They keep wastewater and microorganisms (sludge) suspended in tanks, ensuring thorough mixing for effective treatment. They provide air to clean membrane surfaces in MBR systems, preventing fouling. They assist with aeration in grit chambers and, in some cases, provide air to odor-control scrubbers. They power airlift pumps to move raw sewage, sludge, or wastewater within the treatment plant.
