About this opportunity
The Texas Department of Motor Vehicles is issuing a Notice of Intent to Make a Proprietary Sole Source Purchase of subscription access to the National Motor Vehicle Title Information System (NMVTIS) from the American Association of Motor Vehicle Administrators (AAMVA), with objections due August 19, 2026 at 9:00 a.m. CT. This is a sole-source procurement under Section 2155.067 of the Texas Government Code and DIR's Software Maintenance Exemption and Publication - Cooperative Contract Exemption — vendors cannot compete.
NMVTIS is the federally designated national database established under the Anti Car Theft Act of 1992, used daily by TxDMV to verify vehicle titles in real time, transmit Texas title and brand records to the national database, prevent title fraud, identify stolen vehicles, and detect title washing before issuing Certificates of Title. The justification establishes that NMVTIS is the only federally authorized system through which states must report title and brand information and conduct title verification. While third-party vendors approved by AAMVA may provide intermediary access to NMVTIS data, procuring through intermediaries would introduce operational complexity, additional system interfaces, and risks including delays in verification, reporting errors, and reduced data reliability — outcomes that could interrupt federally mandated reporting and increase title fraud exposure.
The annual contract value is up to $448,234, covering NMVTIS transaction and participation fees. The purchase order will be valid through August 31, 2027. Only bids conforming exactly to the specified brand name, make, and model (AAMVA's NMVTIS) will be considered for award. Potential bidders who believe equivalent services are available from other sources must submit written objections by August 19, 2026. The procurement officer is Nhi Ge, CTCM, CTCD, at 4000 Jackson Avenue, Austin, Texas 78701, Nhi.Ge@txdmv.gov.
