About this opportunity

Capital Metropolitan Transportation Authority (CapMetro) is announcing its intent to award a sole-source contract to Stadler Rail Service US for maintenance of CapMetro's fleet of Stadler commuter rail trains, with unsolicited proposals from other responsible sources due by July 22, 2026 at 3:00 p.m. Central Time. The contract must be in place by October 1, 2026 to ensure service continuity as CapMetro transitions commuter rail operations in-house on January 1, 2027.

CapMetro justifies the sole-source award on the grounds that Stadler, as the Original Equipment Manufacturer (OEM) of CapMetro's Diesel Multiple Units, possesses the platform-specific expertise and detailed knowledge of vehicle design, system interfaces, component configuration, diagnostic logic, and OEM maintenance requirements that only the OEM can provide for effective troubleshooting and technical support of complex or recurring failures.

The scope encompasses two primary service pillars: Technical Support (corrective and preventive maintenance, troubleshooting, quality assurance, and engineering expertise) and Spare Parts Sourcing and Supply Strategy (sourcing assistance, obsolescence management, and stock level recommendations). The contract will be structured as a fixed-price agreement. Performance occurs across multiple Austin City jurisdictions and Travis County, Texas.

Unsolicited proposals may be submitted by email to Terry Dudley, Contracts Administrator. If no responses are received by the July 22 deadline, CapMetro will proceed with the sole-source award to Stadler Rail Service US.
