About this file

This is a Public Notice of Intent to Award a Sole Source contract issued by the Capital Metropolitan Transportation Authority (CapMetro) in Texas on June 22, 2026. CapMetro intends to award a sole source contract to Stadler Rail Service US to provide comprehensive maintenance services for CapMetro's fleet of Stadler commuter rail trains. The contract encompasses two primary service pillars: technical support including corrective and preventive maintenance, troubleshooting, quality assurance, and engineering expertise; and spare parts sourcing and supply strategy including sourcing assistance, obsolescence management, and stock level recommendations. The contract must be in place by October 1, 2026, to ensure continuity of vehicle maintenance as CapMetro transitions commuter rail services in-house beginning January 1, 2027. Unsolicited proposals from other responsible sources may be submitted via email to Terry Dudley, Contracts Administrator, by 3:00 p.m. Central Time on July 22, 2026. If no responses are received by the deadline, CapMetro will pursue the sole source contract with Stadler Rail Service US.

The contract will be structured as a fixed-price agreement. Stadler Rail Service US is identified as the sole responsible source capable of meeting the agency's requirements because Stadler is the Original Equipment Manufacturer (OEM) of CapMetro's Diesel Multiple Units (DMUs) and possesses the platform-specific expertise necessary for effective troubleshooting and technical support of complex or recurring failures. Only Stadler has the detailed knowledge of vehicle design, system interfaces, component configuration, diagnostic logic, and OEM maintenance requirements required for this specialized work. The sole source justification meets the conditions of FAR 13.106-1(b)(2), which permits sole source contracting when only one responsible source has been identified as reasonably available to provide the services that will satisfy agency requirements.

NOTICE OF INTENT TO AWARD SOLE SOURCE

Solicitation #: SSP-815994 Agency: Capital Metropolitan Transportation Authority (CapMetro) Procurement Department

CapMetro intends to solicit and award a sole source contract to Stadler Rail Service US (Stadler) to provide maintenance for CapMetro’s fleet of Stadler commuter rail trains. Because CapMetro will transition Commuter Rail Services in-house beginning January 1, 2027, to ensure continuity of vehicle maintenance, Stadler’s services must be in place by October 1, 2026. Stadler will provide a form of staff extension to CapMetro's maintenance organization, encompassing two primary service pillars:

• Technical Support — corrective and preventive maintenance support, troubleshooting, quality assurance, and engineering expertise.

• Spare Parts Sourcing and Supply Strategy — sourcing assistance, obsolescence management, and stock level recommendations.

Stadler is the Original Equipment Manufacturer (OEM) of CapMetro’s Diesel Multiple Units (DMUs) and is uniquely positioned to provide personnel with the platform-specific expertise and to escalate issues directly within its own manufacturing and engineering organization. Effective troubleshooting and technical support for complex or recurring failures requires Stadler’s detailed knowledge of vehicle design, system interfaces, component configuration, diagnostic logic, and OEM maintenance requirements.

This will be a fixed-price contract.

This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. However, all responsible sources that believe they can meet all of the requirements may submit an unsolicited proposal which shall be considered. If no responses are received by 3:00:00 p.m.

Central Time, July 22, 2026, a Sole Source contract will be pursued with Stadler Rail Service US.

Submit your unsolicited proposal via email to:

Terry Dudley, Contracts Administrator terry.dudley@capmetro.org

This sole source requirement meets the conditions of FAR 13.106-1(b) (2); only one responsible source has been identified as reasonably available to provide the services that will satisfy the agency requirements.
