About this opportunity

The State of Michigan, specifically the Michigan Department of Technology, Management, and Budget (DTMB) on behalf of the Michigan Department of Military and Veterans Affairs (DMVA), has issued an RFP (RFP 230000003125) for Housekeeping and Laundry Sorting Services for the Michigan Veteran Homes at Chesterfield Township and Michigan Veteran Homes at Grand Rapids. The contract term is three years, with up to two one-year renewal options. The RFP solicited responses from interested contractors, and five bidders submitted proposals by the due date of October 13, 2023. The evaluation team determined that Hi-Tec Building Services, Inc., a Michigan Geographically Disadvantaged Business Enterprise (GDBE), provided the best value to the State with a bid of $5,870,220.00. The award recommendation includes an additional 20% for potential Additional Services, resulting in a total award amount of $7,100,000.00.

The Michigan Veteran Home at Grand Rapids was approved as a Community Rehabilitation Organization (CRO) Set-Aside location, but the bid from the lone CRO vendor was deemed to be outside fair market value. A proposal was also submitted by a Service-Disabled Veteran-Owned Business, but even with the 10% consideration, it was not the best value. The pricing analysis determined that the SDVOB bid was not the best value for the locations, either separately or combined. The CRO bid was considered excessively high and not within fair market value, and the Powerlink bid for the Grand Rapids 3000 location was excluded as an outlier.
