About this opportunity
The State of Michigan's Department of Technology, Management, & Budget has issued a Notice of Intent to Award for RFP 250000002051 (Identity Management and Single Sign On Solution) to Deloitte & Touche, LLP, with the intent-to-award notice due to expire August 28, 2026 absent protest.
Deloitte was selected from four bidders to provide a managed professional services team delivering 24/7 operational support for Enterprise Identity and Access Management, centralized administration of the MiLogin platform, incident management, infrastructure scalability, new identity concept integration, and continuous improvement and security technology stack evaluation. The contract term is five years with up to five one-year renewal options.
Deloitte achieved a technical evaluation score of 98.67 out of 100 points, substantially exceeding the 80-point minimum threshold for pricing evaluation. The Joint Evaluation Committee of 15 voting members from DTMB weighted evaluation criteria as vendor questions (15 points), Statement of Work (40 points), and Service Level Agreements (45 points). Kyndryl, Inc., the second-qualifying bidder with a score of 96.91, did not receive the award recommendation. Accelera Talent, LLC (37.59) and Simeio Solutions, LLC (77.40) fell below the minimum technical threshold. The award recommendation cited Deloitte's superior technical qualifications, extensive experience supporting 21 states in enterprise digital identity solutions, demonstrated ability to leverage cross-state experience for accelerated implementation and cost reduction, enhanced security posture, and financial reliability.
The award amount is $39,787,500 for the full 10-year contract term (base five years plus five renewal options), including no transition costs, 24,786 additional resource capacity hours over 10 years, and value-added services of approximately $1.95 million (MiLogin Usability Study at $750,000 and Deloitte Digital Transformation and Digital Identity Greenhouse Lab at $1.2 million). Kyndryl's proposal, the next-qualifying bid, totaled $32,916,960. The award is pending State Administrative Board approval.
