About this opportunity
The Michigan Department of Corrections issued a Notice of Intent to Award for ITN 260000000030 on July 29, 2026, for Recovery Coach train-the-trainer training services. The Department intends to award the contract to Connecticut Community for Addiction Recovery (75 Charter Oak Avenue, Building 1, Suite 305, Hartford, Connecticut 06106), pending State Administrative Board approval, and will commence negotiations to execute a contract.
The ITN, posted July 8, 2026 with a proposal due date of July 16, 2026, solicited training to certify MDOC staff as Recovery Coach Professional (RCP) and Recovery Coach Professional Facilitator (RCPF) certified trainers, who would then train incarcerated individuals to become Recovery Coaches. The awardee must hold current RCP and RCPF certifications, provide train-the-trainer instruction to MDOC employees, issue RCP and RCPF certifications to trainees, supply printed Connecticut Community for Addiction Recovery (CCAR) training materials, and complete all services by September 15, 2026. Subcontractors are prohibited from providing training services.
Three bidders responded to the ITN: Woman Warrior, Palm Grace Holding Limited, Inc., and Building Beyond Barriers. All three were determined non-responsive and non-responsible. Woman Warrior lacked required certifications and could not meet the deadline. Palm Grace Holding Limited, Inc. submitted an insufficient response and lacked certifications. Building Beyond Barriers was not RCP and RCPF certified, could not issue CCAR certification, and proposed an alternate program incompatible with the deadline. Connecticut Community for Addiction Recovery was selected as the sole qualified responsive bidder to proceed to contract negotiation.
