About this file
This is an Award Recommendation document issued by the Michigan Department of Corrections for Invitation to Negotiate (ITN) 260000000030 CCAR FY26. The ITN solicited proposals for Recovery Coach train-the-trainer training services. The Michigan Department of Corrections sought to train select staff to become Recovery Coach Professional (RCP) and Recovery Coach Professional Facilitators (RCPF) certified trainers, who would subsequently train incarcerated individuals to become Recovery Coaches. The ITN was posted on SIGMA VSS on July 8, 2026, for a nine-day posting period with a proposal due date of July 16, 2026. Three bidders submitted proposals: Woman Warrior, Palm Grace Holding Limited, Inc., and Building Beyond Barriers. The contractor must be RCP and RCPF certified, provide train-the-trainer training to MDOC employees, issue RCP and RCPF certifications, supply printed Connecticut Community for Addiction Recovery (CCAR) training materials, and complete all services by September 15, 2026. Subcontractors are not permitted to provide the training services.
All three bidders were determined to be non-responsive and non-responsible. Woman Warrior lacked required certifications and could not meet the deadline. Palm Grace Holding Limited, Inc. submitted an insufficient response and lacked required certifications. Building Beyond Barriers was not RCP and RCPF certified, could not issue CCAR certification, and proposed an alternate program that could not meet the deadline. Consequently, the State recommends awarding the contract to Connecticut Community for Addiction Recovery, located at 75 Charter Oak Ave, Building 1, Suite 305, Hartford, Connecticut 06106, pending State Administrative Board approval. The State intends to commence negotiations with the awarded contractor to execute a contract. No specific contract pricing, term duration, or renewal options are detailed in this award recommendation document.

The contractor (prime vendor) must provide train-the-trainer training to MDOC employees to support the attainment of Recovery Coach Professional (RCP) and Recovery Coach Professional Facilitators (RCPF) designations, must issue the RCP and RCPF certifications, along with providing printed copies of the Connecticut Community for Addiction Recovery (CCAR) training materials for MDOC trainers to provide to MDOC prisoners during their training sessions.
The contractor (prime vendor) must be RCP and RCPF certified. Subcontractors are not allowed to provide the training.
All services must be completed by September 15, 2026.
