About this opportunity

The Michigan Department of Technology, Management, & Budget has issued a notice of award for RFP 260000001968 for herbicides, tank mixing, and training services, with a notice posted July 6, 2026 and a synopsis due-date window closing July 13, 2026. The Department has recommended award to Red River Specialties, LLC pending State Administrative Board approval.

Both bidders — Red River Specialties, LLC and Orion Solutions LLC — submitted proposals by the June 26, 2026 deadline and held Agricultural Pesticide Dealer Licenses or Restricted Use Pesticide dealer licenses, satisfying the mandatory eligibility requirement. Red River Specialties, LLC scored 98.5 out of 100 points in technical evaluation versus Orion Solutions LLC's 90.5 out of 100 points. The Department determined Red River Specialties, LLC offered best value based on proven Michigan performance history, market knowledge, track record of meeting or exceeding contract expectations, comprehensive training capabilities across classroom, field, and webinar modalities, and continuity as the incumbent contractor, thereby avoiding transition administrative burden.

The contract covers a catalog spanning 70–74 herbicide products and adjuvants (aquatic herbicides, general-use herbicides, restricted-use herbicides, pesticides, and surfactants); applicator accessories including micromatic couplers, hand pumps for 15-gallon returnable containers, and chemical diaphragm pump kits; and custom-blending services for herbicide mixtures formulated from contract items and packaged in 15-gallon returnable containers. Container sizes range from ounce and quart measurements to 265-gallon bulk quantities. All pricing proposals must include one-time setup fees, turn-away fees, lost or damaged container fees, and palletizing costs. The State is not obligated to purchase all listed items and provided quantities are estimates only.

The award recommendation is $7 million over a five-year term with up to three one-year renewal options. The contract was originally posted May 26, 2026, for 31 days on SIGMA VSS.
