About this opportunity

The State of Oregon Department of Administrative Services is issuing a public notice of intent to participate in a NASPO ValuePoint or Pennsylvania cooperative purchasing Master Agreement for Walk-In Building Supplies, with the notice posted August 11, 2026 and an August 19, 2026 deadline. This is a notice of participation intent only; suppliers do not submit proposals in response to this document. The actual Request for Proposal for the underlying Master Agreement will be issued separately, likely by the State of Utah as the lead state.

Eligible purchasing entities under the participating addendum include state agencies, institutions of higher education, cities, counties, districts, and nonprofit organizations within Oregon, as well as Oregon Cooperative Purchasing Program members. These entities may issue orders under the addendum for any dollar amount without further delegation of procurement authority from DAS, provided they obtain necessary legal and other approvals.

Contractors awarded under the Master Agreement must pay a two percent administrative fee to the State of Oregon and submit volume sales reports. Insurance requirements include workers' compensation, commercial general liability of not less than $1 million per occurrence with a $2 million annual aggregate, automobile liability of $1 million combined single limit, and professional liability of $1 million per occurrence. Proof of insurance must be delivered within ten days of the effective date, with the State of Oregon and its officers listed as additional insureds.

The participating addendum incorporates Davis-Bacon Act compliance, equal employment opportunity requirements, clean air and water standards for contracts exceeding $100,000, debarment and suspension certifications, pay equity under Oregon law, non-discrimination policies, and tax compliance certifications. The addendum remains effective until the earlier of the Master Agreement's expiration or termination of the addendum itself, with DAS retaining the right to terminate upon thirty days' written notice.
