About this opportunity

The Texas Military Department is requesting proposals for foundation repairs at Camp Swift Building 232 in Bastrop, Texas, with proposals due August 11, 2026, and mandatory site visits on June 30 and July 1, 2026. A VetHUB (service-disabled veteran) subcontracting plan demonstrating good-faith effort to award to certified VetHUB subcontractors is required under Texas Government Code Chapter 2161, Subchapter F.

The scope encompasses structural repairs to a 3,550-square-foot barracks built in 1993, including foundation repairs, load-bearing walls, roof structure repairs and replacement, interior finish repairs, and civil work for positive drainage with Bermuda sod placement at disturbed soils. The contractor must provide all labor, materials, equipment, coordination, and supervision; furnish structural and civil repair shop drawings; conduct concrete and backfill testing and compaction verification; and maintain a Gantt chart schedule throughout performance. Work hours are restricted to 0700–1700 Monday through Friday during normal Camp Swift operations, with approval required for non-regular hours. A 10-year warranty on structural foundation repairs and 1-year warranty on all other repairs from substantial completion are required. Construction must commence within 90 days of contract award and be completed within 365 calendar days from Notice to Proceed.

The estimated construction budget is $1.3 million for the base and optional work (non-load bearing wall framing, replacement doors and windows, roof repairs and finishes; mechanical; plumbing; and electrical repairs). Proposals must include a firm price, bid bond of not less than 5% of the base amount, Work Breakdown Schedule with itemized labor, equipment, and material costs, MS Project Gantt Chart, Contractor's Questionnaire, and Non-Collusion Affidavit. Evaluation scoring totals 100 points: qualification (50 points) covering general construction ability, experience with equivalent projects, proposed team experience, execution plan, safety program and record, and project management; and compensation (50 points). Responses are limited to 60 pages. Questions are due July 14, 2026; answers will be provided by addendum approximately July 28. Award is anticipated September 29, 2026. Prevailing wage requirements, OSHA compliance, Builder's Risk and general liability insurance, and Build America Buy America Act domestic-content requirements apply.
