About this opportunity

Spindletop Center, a community mental health and intellectual and developmental disabilities (IDD) center in Beaumont, Texas, is requesting proposals for annual financial and compliance auditing services under RFP #STC-26-003, with proposals due June 25, 2026 at 5:00 p.m. Central Time.

Spindletop Center serves residents of Jefferson, Chambers, Hardin, Jasper, and Orange counties with an annual operating budget of $49.75 million. The audit scope covers fiscal year ending August 31, 2026, and must be conducted in accordance with generally accepted auditing standards (GAAS), Government Auditing Standards, Title 2 U.S. Code of Federal Regulations Part 200 (Uniform Guidance), and state audit requirements. Preliminary fieldwork must be completed prior to August 31, 2026, final fieldwork by October 31, 2026, and audit reports presented to the Board of Trustees by December 2026 or January 2027.

Mandatory qualifications include independent auditor licensure, compliance with Government Auditing Standards independence requirements, and demonstrated experience auditing community mental health and IDD centers and governmental entities. Proposers must provide proof of licensure, insurance certificates (minimum $2 million general liability, $1 million professional liability, $1 million errors and omissions, and cyber liability coverage), and certifications regarding debarment, lobbying, and conflict of interest.

The contract term runs August 1, 2026 through July 31, 2027, with five possible one-year extensions through fiscal year 2031. Spindletop Center does not disclose a specific budget; proposers must submit total all-inclusive maximum price bids. Evaluation is weighted 40 points for technical qualifications, 45 points for management capability, and 15 points for cost. The Center reserves the right to reject any or all proposals, conduct oral interviews via videoconference, and select the proposal deemed most advantageous rather than automatically accepting the lowest bid. Proposals should be submitted via email to Denise LeBlanc, Chief Financial Officer, at denise.leblanc@stctr.org.
