About this opportunity
Texas Woman's University is issuing a Request for Qualifications (RFQ) for the selection of an Architect/Engineer firm to provide comprehensive professional design and construction administration services for an Athletic Complex project on the Denton campus. The procurement seeks a qualified firm to design a state-of-the-art athletic facility with a $30 million budget, featuring an enlarged weight room, modernized training equipment, and dedicated locker room spaces to support expanded athletic programs. Key deliverables include programming documents, design packages at multiple completion stages (50%, 75%, 95%, and 100%), construction contract documents, statements of probable construction cost at each phase, and record documents incorporating all addenda and change orders. The Architect/Engineer must maintain a designated Principal and Project Manager throughout the project duration and coordinate with the Owner's representatives and consultant services including civil, structural, mechanical, electrical, plumbing, landscape architecture, and other specialized disciplines. The qualifications-based selection process will rank respondents based on evaluation criteria including statement of qualifications and project availability (10 points), prime firm's ability to provide services (5 points), project team's ability to provide design and construction administration services (20 points), past performance on representative projects (25 points), experience with higher education institutions (10 points), understanding of the TWU professional services agreement (5 points), knowledge of best practices (15 points), and ability to identify and resolve problems (10 points). The RFQ deadline is May 14, 2026, with a mandatory pre-submittal conference scheduled for April 8, 2026, at 1:00 PM. Written inquiries must be received by April 17, 2026, with responses due April 24, 2026. Up to five top-ranked qualified respondents will be selected for interviews, with an estimated contract award date of June 26, 2026, and project completion anticipated for December 2028, with the facility ready for use by Spring 2029.
A VetHUB Subcontracting Plan is required as the university has determined that subcontracting opportunities are probable on this project. Respondents must comply with prevailing wage requirements, workers' compensation insurance coverage, franchise tax certifications, and various state compliance certifications including Executive Order GA-48 regarding foreign adversaries. Attendance at the pre-submittal conference is mandatory for prime firms, and submissions must include five hard copies of qualifications plus an electronic copy on a USB flash drive submitted to Jamie Cogdell, CTCM, at the Central Receiving office. The Architect/Engineer must maintain professional liability insurance meeting TWU's Third Party Insurance Standards and provide accounting records available for audit. The procurement is qualifications-based with no pricing information included in submissions; cost and fee discussions will occur after the most qualified firm is selected. Compensation is structured as a fixed base fee not to exceed a specified amount plus reimbursable expenses capped at a designated limit, with payment distributed across project phases from 10% upon completion of Programming through 100% upon final completion and acceptance including delivery of record documents.
