About this opportunity
Tyler County, through its agent the Texas Department of Transportation (TxDOT) Aviation Division, is soliciting qualifications from professional services firms to prepare an Airport Layout Plan (ALP) with narrative and an 18B Obstruction Survey for Woodville Tyler County Airport, consistent with FAA Master Plan Advisory Circular standards and relevant Standard Operating Procedures. Respondents must submit qualification statements addressing project understanding, technical approach, relevant experience, and proposed project schedule to the TxDOT Aviation eGrants system by April 16, 2026, at 2:00 PM CST. The consultant selection committee will evaluate submissions based on four equally weighted criteria (25 points each): capability to perform required services and professional qualifications of key personnel; recent experience within the past ten years developing comparable airport plans; ability to meet schedules with demonstrated reputation for competence and quality; and proposed technical approach and schedule. The top-rated firm will be contacted to begin fee negotiations for the planning and bidding phases, with interviews potentially conducted at the committee's discretion. Key deliverables include the completed Airport Layout Plan with narrative and the obstruction survey, with the successful firm expected to manage project scheduling and coordination throughout the engagement.
This procurement is classified as a Professional Services contract with a 0% HUB Annual Procurement Utilization Goal; however, subcontracting opportunities are probable. All respondents must submit a Historically Underutilized Business (HUB) Subcontracting Plan (HSP) as a material requirement with their qualifications, and failure to include an up-to-date HSP will result in automatic rejection. Firms may self-perform the entire contract or subcontract portions to HUBs and non-HUBs, provided they document good faith efforts in subcontracting. The contract is expected to exceed $100,000 over its life, triggering HSP compliance requirements. Post-award, the selected contractor must maintain business records documenting HSP compliance and submit monthly subcontract reports to TxDOT as a condition for payment receipt.
