About this opportunity

Workforce Solutions Northeast Texas, a 501(c)(3) local workforce development board, is requesting proposals for human resources consulting services on a per-hour basis, with proposals due July 17, 2026 at 4:00 PM Central Time. Questions are due June 23, 2026.

The scope includes personnel file audits for compliance, compensation benchmarking, job description and performance evaluation document updates, employee handbook revision, onboarding process development, and training for supervisory and HR personnel on performance management, risk management, employee relations, and communication. The consultant will support a ten-person internal organization serving a nine-county area (Bowie, Cass, Delta, Franklin, Hopkins, Lamar, Morris, Red River, and Titus counties).

Pricing is negotiated on a per-hour basis with all associated costs subject to approval by the Executive Director. The board will not be bound to select the lowest-cost proposal. The initial contract term runs from August 1, 2026 through July 31, 2027, with options to renew for four additional one-year periods. Notice of Award is scheduled for July 24, 2026.

Evaluation weighting is experience in human resources consulting (30 points), adequacy of HR services proposed (30 points), and proposed fees (15 points). Eligible proposers include any company, firm, corporation, organization, or association licensed or able to be licensed to conduct business in Texas. The board particularly encourages minority-owned, women-owned, and small business participation. Proposals must be submitted electronically in PDF format with 12-point font and original signatures to bids@netxworks.org and include title page, proposer identification, fee schedule with hourly rates and incidental charges, proposal narrative with detailed work plan and target dates, and references from clients within the past five years. The contract is contingent on adequate funding from the Texas Workforce Commission and may be cancelled at any time without prior notice if sufficient funds are not appropriated.
