About this opportunity

The Texas General Land Office (GLO) is issuing a Request for Proposals (RFP 7889-ST) for coastal construction services to repair Sylvan Beach in Chambers County, Texas, following Hurricane Harvey damage as part of CEPRA Project No. 1666. The project requires contractors to mechanically import and place approximately 2,800 cubic yards of beach quality sand to restore an engineered beach consisting of two beach cells divided by two rock groins along approximately 500 linear feet adjacent to Sylvan Beach Park at 636 North Bayshore Drive in LaPorte. The scope of work includes mobilization and setup, environmental protection, construction surveying, mechanical sand placement, grading, and site cleanup and demobilization in accordance with project specifications. Evaluation criteria for award include cost (40 percent weight), demonstrated relevant experience and past performance (25 percent), technical proposal including methodology and schedule (25 percent), and safety record and quality control programs (10 percent), with award going to the respondent providing the best value to the State of Texas. A pre-proposal conference is scheduled for April 27, 2026, at 10:00 a.m. Central Time via Zoom, with a proposal submission deadline of May 26, 2026, at 2:00 p.m. Central Time; respondents are strongly encouraged to conduct site visits before submitting proposals. Contract execution is anticipated by August 13, 2026, with a Notice to Proceed expected thereafter and an estimated construction period of approximately thirty calendar days from issuance of the NTP. Contractors must propose the number of calendar days needed to achieve substantial completion, which will become the Contract Time, and failure to achieve substantial completion within this timeframe will result in liquidated damages of $500 per day.

All respondents must submit a completed Veteran Heroes United in Business (VetHUB) Subcontracting Plan with a minimum VetHUB goal of 1.0 percent of total contract value, and failure to include this plan will result in rejection of the response. Performance and payment bonds are required if the contract price exceeds $100,000 and $25,000, respectively, and selected contractors must meet financial capability requirements demonstrating financial solvency and adequate capitalization as evaluated through the Texas General Land Office's Financial Worksheet that assesses liquidity ratios, solvency ratios, profitability metrics, accounts receivable analysis, inventory metrics, and overall financial health through an Altman Z'-Score calculation. Respondents must comply with all applicable federal, state, and local laws, including OSHA standards, environmental and wildlife protection procedures, and specified insurance requirements. The approximate cost range for this project is $250,000 to $300,000, making it a moderate-sized coastal construction initiative. No incumbent vendors or existing infrastructure integration requirements are specified in the available documentation.
