About this file
This is Addendum No. 1 to a Request for Proposals (RFP 7889-ST) issued by the Texas General Land Office for coastal construction services related to the Sylvan Beach Harvey Repair project in Chambers County, Texas. The project involves the mechanical import and placement of approximately 2,800 cubic yards of beach quality sand to restore an engineered beach consisting of two beach cells divided by two rock groins along approximately 500 linear feet adjacent to Sylvan Beach Park. The scope of work includes mobilization and setup, environmental protection, construction surveying, mechanical sand placement, grading, and site cleanup and demobilization in accordance with project specifications and drawings. A pre-proposal conference was held on April 27, 2026, at 10:00 a.m. Central Time via Zoom, with attendees from the GLO, AECOM, and three vendor companies listed in the conference attendance roster. The deadline for submitting questions regarding the RFP was May 4, 2026, at 5:00 p.m., and the deadline for submission of solicitation responses is May 26, 2026, at 2:00 p.m. Central Time, with responses to be uploaded to a specified Box URL. Respondents are strongly encouraged to conduct site visits to become familiar with existing conditions prior to submitting proposals. Contract execution is anticipated by August 13, 2026, with a Notice to Proceed expected thereafter and an estimated construction period of approximately thirty calendar days.
The evaluation criteria for award include cost (40 percent weight), demonstrated relevant experience, qualifications, and past performance (25 percent), technical proposal including methodology and schedule (25 percent), and safety record, quality control, and cost control programs (10 percent), with award going to the respondent providing the best value to the State of Texas. All respondents, whether certified as a Veteran Heroes United in Business (VetHUB) entity or not, are required to submit a completed VetHUB Subcontracting Plan demonstrating good faith efforts to subcontract with VetHUB vendors at a minimum goal of 1.0 percent of total contract value, and failure to include this plan will result in rejection of the response as non-responsive. Potential subcontracting opportunities are identified across multiple NIGP commodity codes including construction, environmental services, marine construction, hauling services, mapping and GIS services, grading, litter removal services, and park area construction. The addendum includes comprehensive lists of Texas-certified VetHUB vendors organized by NIGP class code, with contact information and current active status as of April 20, 2026. The approximate cost range for this project is $250,000 to $300,000, and contractors must propose the number of calendar days needed to achieve substantial completion, which will become the Contract Time, with liquidated damages of $500 per day assessed for failure to achieve substantial completion within the proposed timeframe.

The term does not include employees of the contractor but includes contracted workers who will work on the contract.

962 39 Hauling Services
962 52 Mapping and Geographical Information Systems (GIS) Services

https://comptroller.texas.gov/purchasing/vendor/VetHUB/forms.php
Respondents may access the State of Texas Centralized Master Bidders List (CMBL) VetHUB Directory to find VetHUB subcontractors by NIGP class and item code through the following website:
https://mycpa.cpa.state.tx.us/tpasscmblsearch/. Select “VetHUBs only” when conducting the search.
The NIGP commodity code book may be found at the following link:
https://www.comptroller.texas.gov/purchasing/nigp/
Small business resource are available for your subcontracting solicitation notices to State of Texas VetHUB vendors at this link:
https://comptroller.texas.gov/purchasing/vendor/VetHUB/resources.php
If you have any questions about the VetHUB Subcontracting Plan, or identifying VetHUB vendors with proper NIGP codes, contact Tamara Perkins at Tamara.perkins@glo.texas.gov or Vonda White at Vonda.white@glo.texas.gov.
Probable subcontracting has been determined for this solicitation. A completed VetHUB Subcontracting Plan (VetHSP) is a requirement of your response. A VetHSP must be completed and returned with any bid, offer or proposal to be considered responsive. If your response to this solicitation does not include a completed VetHUB Subcontracting Plan, your response shall be rejected as a material failure to comply with advertised specifications.
Please make certain that the potential VetHUB subcontractor’s VetHUB status is “A” Active. According to the Texas Comptroller of Public Accounts, a VetHUB is a state certified small business that is at least 51% owned, controlled, and operated by a service-disabled veteran with a disability rating of 20% or higher.
All respondents (VetHUB or Non-VetHUB) are required to comply.

SECTION B 3: NOTIFICATION OF SUBCONTRACTING OPPORTUNITY
When completing this section you MUST comply with items a, b, c and d, thereby demonstrating your Good Faith Effort of having notified Texas certified HUBs and trade organizations or development centers about the subcontracting opportunity you listed in SECTION B-1. Your notice should include the scope of work, information regarding the location to review plans and specifications, bonding and insurance requirements, required qualifications, and identify a contact person.
When sending notice of your subcontracting opportunity, you are encouraged to use the attached HUB Subcontracting Opportunity Notice form, which is also available online at https://www.comptroller.texas.gov/purchasing/docs/hub-forms/HUBSubcontractingOpportunityNotificationForm.pdf.
Retain supporting documentation (i.e., certified letter, fax, e-mail) demonstrating evidence of your good faith effort to notify the Texas certified HUBs and trade organizations or development centers. Also, be mindful that a working day is considered a normal business day of a state agency, not including weekends, federal or state holidays, or days the agency is declared closed by its executive officer. The initial day the subcontracting opportunity notice is sent/provided to the HUBs and to the trade organizations or development centers is considered to be “day zero” and does not count as one of the seven (7) working days.
a. Provide written notification of the subcontracting opportunity you listed in SECTION B-1, to three (3) or more Texas certified HUBs. Unless the contracting agency specified a different time period, you must allow the HUBs at least seven (7) working days to respond to the notice prior to you submitting your bid response to the contracting agency. When searching for Texas certified HUBs and verifying their HUB status, ensure that you use the State of Texas’ Centralized Master Bidders List (CMBL) - Historically Underutilized Business (HUB) Directory Search located at http://mycpa.cpa.state.tx.us/tpasscmblsearch/index.jsp. HUB status code “A” signifies that the company is a Texas certified HUB.
b. List the three (3) Texas certified HUBs you notified regarding the subcontracting opportunity you listed in SECTION B-1. Include the company’s Texas Vendor Identification (VID) Number, the date you sent notice to that company, and indicate whether it was responsive or non-responsive to your subcontracting opportunity notice.

Unless the contracting agency specified a different time period, you must provide your subcontracting opportunity notice to trade organizations or development centers at least seven (7) working days prior to submitting your bid response to the contracting agency. A list of trade organizations and development centers that have expressed an interest in receiving notices of subcontracting opportunities is available on the Statewide HUB Program’s webpage at https://www.comptroller.texas.gov/purchasing/vendor/hub/resources.php.

In addition, at least seven (7) working days prior to submitting its bid response to the contracting agency, the respondent must provide notice of each of its subcontracting opportunities to two (2) or more trade organizations or development centers (in Texas) that serves disabled veterans.
We respectfully request that vendors interested in bidding on the subcontracting opportunity scope of work identified in Section C, Item 2, reply no later than the date and time identified in Section C, Item 1. Submit your response to the point-of-contact referenced in Section A.
