About this opportunity
Texas State University is soliciting proposals through Request for Proposal (RFP) #754-STEM FF&E-2026 for the procurement and installation of furniture, fixtures, and equipment (FF&E) for the STEM Classroom Building on its San Marcos campus. The University anticipates entering into one or more contracts with selected vendors to provide these materials and services. Respondents may propose on one or more of twelve base packages, with each package requiring complete bids for all items contained within it. All proposals must be received by June 2, 2026, at 2:00 p.m. Central Time, with the University anticipating an award decision by June 11, 2026. The contract will commence on July 1, 2026, with delivery and installation scheduled to begin on October 5, 2026, and be completed no later than December 1, 2026. Proposals will be evaluated using a weighted criteria of 60% for methodology, qualifications, and ability to provide services, and 40% for cost. Respondents must include all packing, shipping, freight, setup, assembly, installation, and moving charges in their proposals, with unit prices remaining valid until August 2, 2026. Required qualifications include current workers' compensation and comprehensive general liability insurance with minimum limits of $1,000,000, additional insured endorsements naming Texas State University and the Board of Regents, criminal background checks for all assigned employees, and compliance with federal and state laws regarding nondiscrimination, cybersecurity training, and debarment status.
A mandatory Veteran Heroes United in Business (VetHUB) Subcontracting Plan is required for all respondents, with the University establishing a 26% subcontracting goal for other services projects. Respondents must also comply with various Texas Government Code certifications regarding foreign business interests, firearm discrimination, and energy company boycotts. Payment will be made on a Net 30 basis in accordance with Texas Government Code Section 2251.021, with the University open to considering alternate payment terms if beneficial. No pre-proposal conference will be held; however, a mandatory post-award and pre-installation conference will be conducted at the University's discretion. While no specific budget range or award value is listed in the RFP documentation, the scope of work encompassing furniture, fixtures, and equipment procurement and installation for a complete STEM classroom building suggests a substantial contract value. Proposals must remain valid for a minimum of ninety days following the submittal deadline of June 2, 2026.
